I <br /> TOWN OF MASHPEE <br /> FINANCE COMMITTEE — PUBLIC SESSION <br /> Minutes of the Meeting of Thursday, January 27, 2011 <br /> Conference Froom I <br /> Members Present: Also Present: <br /> Oskar Klenert, Chairman Joyce Mason: Torun Manager <br /> Charles Gasior, ice Chairman Theresa Cook, BOS Liaison <br /> George Schmidt, Clerk Barbara Cotton, Chairman, Friends of Mashpee Schools <br /> Mark l arrini Elizabeth Vieira, Member, Friends of Mashpee Schools <br /> Christopher Arris <br /> William Johnson <br /> Robert Chalker <br /> CALL To ODE <br /> Chairman Oskar Klenert called the meeting to order at 6:30 PM. <br /> APPROVAL OF MINUTES <br /> Mark Davini made a motion to approve the minutes from the Finance committee meeting held <br /> on Thursday, January 13, 2011. William Johnson seconded the motion. George Schmidt <br /> abstained. The motion was approved. <br /> TOWN DMI IIST TI N BUSINESS —Joyce Mason <br /> I. Audit Proposals. <br /> Joyce Mason stated that the auditing firm Sullivan & Rogers has presented a proposal to the <br /> town for the next three fiscal years with a fee of$42,000 per year, the same as it has been for <br /> the present fiscal year. Joyce Mason stated that the town has worked with Sullivan & Rogers <br /> for the past three to four years, after initially considering three or four auditing firms. An annual <br /> RFP is not required by the town for the auditor's appointment. <br /> There is a second audit requirement which relates to the Student Activity Fund which has been <br /> mentioned in the management letter for the last several years. Dawn Thayer met today with the <br /> business manager to complete this audit requirement in the hope that the town might be able to <br /> consolidate the cost of both audits into one fee. The cost of the school audit is $12,000 per <br /> year. <br /> William Johnson made a motion to accept the three-year proposal of the auditing firm Sullivan <br /> Rogers for fiscal years 2011, 2012, 2013 at $42,000 per year. Charles Gasior seconded the <br /> motion. The motion was unanimously approved. <br /> Z Governor's Proposal for 2012 Budget. <br /> Joyce Mason reported that the Governor's budget proposal for 2012 includes an increase of <br /> $22,430 for the School Department; in Chapter 70, $50,424 for Child Tuition reimbursement; <br /> and an increase of$20,000 in School choice Sending Tuition, which goe directly to the <br /> schools. The General Government locally is being decreased overall by $29,535, bringing the <br /> total estimated receipts of$64,226 to the torn. The largest disappointment is the increase of <br /> $209#000 in local assessments. The largest increases come within School Choice sending <br /> Tuition of$59,000, and Charter School Sending tuition of$140,000. The House Ways and <br /> f <br />
