Health insurance Group <br /> Joyce Mason reported that the health insurance group in which the town participates has set <br /> their rates for the next fiscal year. Because M shpee has strong trust fund data, the town was <br /> able to apply $6,000,000 to the rates to help keep thein down, but unfortunately there will still be <br /> an increase overall of 9.5%. The Governor's proposal requires that everyone must go into a <br /> GIP plan unless you can show that you can produce a health plan at a lesser cost to the state. <br /> At this point, I lashpeels health plan costs are lower. <br /> . Board of Selectmen's Liaison -Theresa Cook <br /> No report. <br /> NEW BUSINESS <br /> 1. Letter of Invitation to cape cod state Legislators—Christopher Avis <br /> Christopher Avis distributed copies of a daft letter from the Marshp a Finance Corn rnittee to <br /> state legislators Keating, Vieira, Hunt, and Wolf, inviting them to attend a future Finance <br /> Committee meeting. suggested topics for discussion include Community Preservation-Act <br /> (CPA) legislature, State Aid, Elderly Services, Opiates Law, Pension (unfunded liabilities) and <br /> Medical. <br /> Charles Gasior stated that Mr. Hunt and Mr. Vieira are meeting at Town Hall tomorrow at 10 AM <br /> with some local Ilashpee officials to discuss some amendments to the CPA. One item to be <br /> discussed is the expansion of the use of CPA funds in the area of recreational uses. Currently <br /> the law states that CPA funds can only be used on town land that was purchased vV►ith CPA <br /> funds. Charles Gasior stated that he plans to attend the meeting. Joyce Mason stated that <br /> committee members are welcome to attend as long ars they do not represent a committee <br /> quorum. lane Taylor will be moderating the discussion. The committee members agreed to <br /> wait until after the meeting tomorrow to send out the letter of invitation to the state legislators. <br /> . Report by Mr. Gasior <br /> a Summary of FY2012 Municipal Appropriations in Town Manager's ReporL Mr. Gasior <br /> distributed copies of the summary, and stated that this particular table now is consistent with the <br /> numbers we have received from the Town Manager and the auditor. Total FY departmental <br /> appropriations for 2012 at this point in time are $48,744,750, and include the school department <br /> budget of$18,887,708. Mr. Gasior noted that the increase of$400,000 in interest and principal <br /> on debt for FY2012 is due to the new library. Joyce Mason reported that Dawn Thayer is <br /> attending a funding workshop on Monday, .darn. 31 st and will be inquiring as to the reason for the <br /> Regional Tech. School budget request increase of$76,552 when their enrollment has gone <br /> down. <br /> b) Capital Improvement ement Budget. Mr. Gasior reported his recent attendance as liaison at the <br /> Capital Improvement Committee meetings. The capital improvement program summary <br /> includes FY 2012 and extends out to 2017. The total number of estimated disbursements for all <br /> departments for FY 2012 is $2,900,000. Mr. Gasior noted that the estimated disbursements <br /> number for the sewer Commission through 2017 i $470,000,000. Oskar Klenert stated that he <br /> is a member of the Sewer Commission, and reminded the committee that these numbers are <br /> merely rough estimates. <br /> i c Recycling Comms ee Update. Mr. Gasior reported a total of 775 tons in 2010 of single <br /> stream recyclarbles, including cardboard, which is an increase of only 4% over 2009 and is 3 <br /> 2. <br /> I r <br />
