i
S
i
Fire Station Building Committee
Minutes
December 7. 2000
PROJECT OVERVIEW:
Ms. Greenleaf recommended that the change orders be segregated to allow'
for faster evaluation. She indicated that her representatives would work
out the change orders and cost proposals on-site at no additional cost to
the town in an effort to hasten the process.
Mr. Iornetsky noted that a file sub-bidder is part of the contract although
you are not bound to his price, and that the general contractor should not
let pricing get out of line. It is the responsibility of the architect to
determine a fair and reasonable price.
Mr. Iornetsky recommended that the subcontractor attend the weekly job
meeting to open time lines of communication. He suggested that the matter
be "hands-on', and that the project manager and clerk see to this function.
On behalf of the design team, Mr. Bertaux apologized to the Committee
noting that It was his intention to review the problems to find
inconsistencies and omissions. Ir. Bertaux indicated that his expectation
did not work, and that problems are still likely to occur. There are a lot of
unknowns with the change orders.
Mrs. Mason related concern to the project budget and necessitated items
such as the phone and computer systems. Mrs. Mason indicated that
ownership for each cost change proposal should be properly identified.
The Conn ittee needs to know the position of the turn as to who is going
to talo responsibility and what is going to be disputed. There are project
errors and omissions that are clearly an oversight.
Issues relative to the incorrect specification of the sink units, stove, dryer
vent and NFPA standard omissions were cited. How can a designer forget
to design a gas pipe for a stove.? How carp water be installed to a sink?
How can a dryer be vented properly? This work is basic and a simple
design function indicated Chief Baker in concern.
In response, Mr. Bertaux recommended that the Committee contact their
insurance broker to review the liability assumption. He requested that the
mediation process begin. Ms. Greenleafagreed, and stated that her firm
would give a firm commitment and would not back down from the project.
Mr. Kornetsky indicated that his firm always finishes a project.
