Weld <br /> DATE: July 23, 1980 0 <br /> .i <br /> RE: Board of Library Trustees/Salaries <br /> Dear Jim: <br /> I have researched the statutory language and can find no authority that <br /> the Library Trustees are autonomous "like the School Committee" and have <br /> control over the salaries of their personnel. The statute provides that <br /> they have custody and management of the Library property. <br /> There is a section of the statutes that provides for a State Board of <br /> Library Commissioners which recommends and provides state aide to Town <br /> Libraries if they meet minimum standards, but there is nothing in this <br /> section that gives the Library Trustees authority over salaries. <br /> I note that the Librarian workers were in Mashpee's former Salary Admini— <br /> stration Plan (S.A.P.) salary classification and are covered under the <br /> • new Personnel Administration Plan (P:A.P) voted at Special Town 1-1--eting <br /> on January 23, 1980; thus, I find no grounds for the Library Trustees <br /> position. <br /> I understand you have requested the Library Trustees to furnish you with <br /> any statutory authority for their position. I should like to know wheat <br /> they furnish you. I checked Chapter 78 of the Massachusetts General Laws <br /> which I believe is the only applicable section. <br /> However, I feel that Mrs. Sea-lander is under paid and recommend that <br /> she be given a salary increase in accordance with the funds available, <br /> the Trustees request, and also in accordance with the requirements of <br /> the P.A.P. as Chester Garland recommended.
