Page 5 <br /> with private financial support or a combination of private and <br /> public financial support and readiness of construction plans within <br /> communities that demonstrate (a) strong local annual support for <br /> pubic libraries , (b) a high degree of demand for public library <br /> services, (c) significant cooperation with other municipalities to <br /> improve public library services and (d) strict compliance with the <br /> standards established under this act. <br /> SECTION 8 . Cities and towns may accept grants or gifts for <br /> purposes of library construction <br /> or renovations, including <br /> the planning therefor from private persons or corporations and from <br /> charitable foundations and may disburse the same for such purposes . <br /> Any amounts so received by a city or town shall be deposited with <br /> the treasurer of such city or town and held as a separate account <br /> and may be expended without further appropriation, notwithstanding <br /> the provisions of section fifty-three of chapter forty-four. <br /> SECTION 9 . In each fiscal year., commencing with the fiscal year <br /> beginning July 1 , 1985 , there shall be appropriated on account of <br /> the provisions of this chapter an amount to -provide payments in the <br /> fiscal year for grants-in-aid to account for library construction <br /> projects approved by the Board of Library Commissioners . <br /> Section 2 of Chapter 234 of the Acts of 1984 is <br /> hereby amended by inserting, after item 7000-9707 , the following <br /> item: - <br /> 7000- For the purpose of assisting cities and towns to <br /> meet the cost of public library facility planning, construction, <br /> reconstruction and renovation by providing grants-in-aid for <br /> approved library projects . <br />
