He researched
the Town Meet inq Reports., 'Ae found .to his. surprise that. the
building committee Nvc.s set -up to ;AE,.e about expansion and -
vation of'_ 'the current 1i' rary, not. t-c -tee ,u ild i t. He waS also
sur- ri-sed to find t'-'-at. the feasibility study was being done -to
de to rmi ne'- # t r they. needed to do re.n6vation, expansion, both,-
build
tai,-
b ild a new library, Whatever i was ., The study was done by
Powers and Company. To' this - day, ETarne ex l'ained that he had
not- received the results of the feasi.bi.lt study. In the
minds of all of the selectmen, they believed that what- was
needed was a new - library, not a re ovation. We seemed to be at a
standstill because of Powers & Cbmp-any who, they believed, over-
did the scope o the work.
The fact of the natter is, she did not do what they had asked.
to be done. on April 1 , . 2000 , they were supposed to receive
r
a feasibility study, completed and .into their ham s . Dere we
are now, at 2001, and Wayne had not seem the results of the
study. Now, where do we oxo? How do we procced? The '.fact of
the matter is , the board of seleetr►en were the ones who were
in control of the c n'tractual agreements for the Town, and were
the - people who decided whether to sign contracts. or to do the
things to move forward.
There axe ' some issues that have be addressed, and that is ,
where do we go from here with the money?r' Wayne explained that-
he . belieed there was $120 , 000 that was set aside for architec-
tural design work. The fact of the -ratter i s, we do not have
the results of the feasib.i liter study to go ahead ard do the
architectural design. Tt seems that the architectural designs were
put a little before we knew what was h6ppening.
Mr.. Taylor explained further that David had met -with him be-ore
a meeting with him and the Mashpee Commonse Unfortunately, we
.have to go through thein for the design of the b i ldi ng. - That
i , rovidin r the libr ry remains at this location. We have to.
work with that situation. There Were other sites which were
addressed at the meeting that they ossib-ly. would - allowfor the
library -use. There are advantages to that as well. 'there are
advantages to be able to keep this building in operation while
they build the new buildin . There is also some availability
there ' for help in the architecture-1 -desiarn work.
Vlhat will be the cost o that library Is it a library that
the Town can afford without the grants of four ir.-i .li.on, or three
million? The grant is a good feature, but if we cannot get it,
we still have to be able to afford what we need. We have to be
conscious of that.
