Board of Library Trustees <br /> 12/11/01 <br /> Pace <br /> C. David distributed to the building committee some general library <br /> information, some material extracted from the feasibility study, <br /> ore of the engineering <br /> It reports . Helene has a copy of the arrant <br /> application. Some of that material will now be superfluous & <br /> Other material probably could, be cruite helpful . <br /> David 'stated that he had -printed up the mission statement of the <br /> Mashpee Public Library -which were also passed -around.' <br /> D. David explained. that Mashpee Town Meeting -has taken three votes <br /> relative to the library building committee; Maar :3, 19 . , . a vote <br /> was taken t , put $25 ,000 in the capital budget for the feasibility <br /> study. May 4 , 1999 , a vote was taken to put $120, 000 in the budget <br /> for architectural and engineering work for the library project.. <br /> May 4 , 1999. a vote was taken to establish the- .library building <br /> committee, This was also part of their- package. <br /> E,, David also wanted the building committee to know what a valuable <br /> person we have in our library director fox- a whole host of reasons, <br /> not Lea t -of which that Helene called and suggested that we' go <br /> back to the -Town and talk about population, the build-out, the <br /> mis r figures, etc . Figures that. we had to use from the Univer- <br /> sity of Mass . that determines (the State uses that) ghat your <br /> build-out will be, how much money they will give .you, -,what your <br /> program requirements are going to be. What David had were 1990 <br /> census figures . It was Helene' s suggestion, we were concerned <br /> that the riser projections of 23 , 370 , b .incr the build-out for <br /> - Mashpee in the year 201O. .mav be high, and the reason we may <br /> feel it high, when those figures were generated there was X <br /> amount of acres here in town loft to be bpi It . on; - it. will not <br /> be . 3.eveloped... Some of that land has been put into the land band. <br /> As, a result, the build-out will be lower. <br /> Helene explained that some of the most resistance the library <br /> had from the selectmen about the size of the building we were <br /> looking at was their feeling, that the Town' was. not going to be <br /> as l rge as the State says it was , and they may be correct. <br /> We need to have - that- documented. Therefore , we will need a <br /> couple Of people -to work on that to pull together that figure, <br /> how much land has- been, b ugh.t, how-much has been taken out of <br /> the housing market, so that we really know what size population <br /> we are looking at for build-,out because that greatly impacts <br /> what size bui ld-ing you -need. <br /> F. A clarification was given to Kevin Connolly relative to the <br /> comparative roles- of the board of library trustees and the <br /> Mashpee library building committee* <br /> David explained that the building committee was appointed by - <br /> the selectmen, and answered to the selectmen. The library <br /> trustees were more on a par with the selectmen. <br />
