Aquorum of a governmental body cannot greet in a private session for the purpose of deciding an issue or <br /> deliberating toward a decision unless authorized by the Statute. Consequently, it should be noted that oven <br /> though no actual Grote is anticipated or taken by the governmental body, this does not exempt this meeting <br /> from the requirements of Chapter 39, Section 23B. <br /> III. NOTICE REQUIREMENTS <br /> UII EMEi T <br /> Except in an emergency a notice of every meeting of any governmental body, including date, time, and <br /> place, shall be filed with the clerk of the city or town in which the body acts and be publicly posted forty-eight <br /> hours prior to said meeting. <br /> 1. notice or copy of the notice shall be publicly posted in the office of the city or town clerk or on the principal <br /> official bulletin board of the City or town. <br /> MOTE : When calculating forty-eight hour notice requirement, include Saturday, but not Sunday and legal <br /> holidays. <br /> f1. An emergency will,be narrowly construed under this Statute, and the burden proof will be upon the person <br /> declaring the emergency to so prove it. <br /> 111.
