Subcommittee Selection DPM: atherine presented recommendations from Subcommittee <br /> meeting of Nov 27 when 4 very strong applications for Dwners Project Manager (DPM)were reviewed. <br /> First choice is I .F. Walsh with strong experience in library field and equally strong <br /> reference checks. Recently completed Needham Library, a LEED certified building. <br /> R.F. Walsh is eager to begin conversation about costs, if selected. Catherine suggested <br /> a visit to the Needham Library, and Steve Cook expressed desire to view the library. <br /> Joyce recommends accepting their proposal. They have very strong library and renewable <br /> energy construction experience, are LEER certified and include 2-3 licensed architects <br /> on their staff. They are prepared to put trailer on site to have an onsite presence. <br /> Next step is to negotiate their contract dollar value. If unable to agree will have <br /> to go on to next choice (Other applicants' names not provided tonight,) <br /> PC&C moved to accept selection of R.F. Walsh and to recommend the firm to Selectmen <br /> at next meeting. <br /> 2. 15 Cost of Living Adjustment: with J. Stewart Roberts, Architect. <br /> P&CC all agreed reasonable increase, wish to continue with this firm. <br /> original contract written for 40 months with provision to adjust to JA <br /> hourly rate if continued beyond that period. Contract is currently in 36th <br /> month. Joyce stated that Roberts understood delay in acting on contract was <br /> caused by delay in state funding, and they agreed upon a 15% COLA increase <br /> for work conducted beyond the initial 40 months as more affordable than an hourly <br /> rate which would decimate the budget. Roberts is reader to start in January or when <br /> new OPM is hired. <br /> Upon Selectmens' approval, a letter to amend contract would be forwarded to Roberts. <br /> 3. Project Schedule: Start date September, perhaps earlier. <br /> Catherine suggested start relocation and demolition before then. <br /> Dace OPM and Architect hired, subcommittee meetings will be held regularly. <br /> Important to have Walsh and Roberts at next P&CC meeting. <br /> 4. Green Energy: Energy Independence recommendations made by Peter White, <br /> newly elected Nice President of Friends of Mashpee Public Library. Urged efforts to <br /> identify financial reimbursements and rebates through various state and <br /> energy conservation organizations such as Cape Light Compact and Northeast <br /> Renewable Energy to incorporate solar and wind energy sources in design. <br /> Many sources of substantial funding available. While luring in W. Yarmouth <br /> prior to his recent move to Mashpee he was involved in bringing a municipal wind <br /> turbine to Yarmouth. <br /> Board thanked him for his recommendations. <br /> 5. P&CC asked if Trustee representative in attendance and were there questions. <br /> I introduced myself as liaison, sharing responsibility with Jane Dolan. I brought no <br /> questions but rather would take information back to Trustees. Helene indicated <br /> next Trustees' meeting is next Tues., Dec 11, and a, summary of this meeting would <br /> be made available at that time. <br /> 5. Design systems: Steve requested "green" ideas for next meeting and <br /> listed those appealing to him including: photo voltaic roof panels, <br /> roof water runoff for irrigation, tight envelope structure, low VOC paint and carpeting, <br /> high efficiency and love maintenance lighting and heating. <br /> Page 1 <br />
