until such time as there is full Committee attendance and
participation in the process. He requested voting in this
matter be postponed further to the October 4th Meeting.
Approval of Minutes
The Chairman suggested voting on the Minutes of August 17th
and September 13th also be postponed to the October 4th Meeting.
Report-Feasibility Study Subcommittee
The Chairman reported upon the subcommittee meeting
findings, noting the Preservation Partnership experience consists
mainly of restoration work. Gaffney being the architects for the
existing building in Mashpee and having constructed a sister
building in West Yarmouth and being the only local on-Cape firm.
However, their presentation analysis was considered to be the
.least comprehensive.
The Chairman then deferred to Ed DeFoe for the purpose of
reporting further on subcommittee findings. As a result of
reviewing proposals, Ed DeFoe suggested the following be
considered: J. Stewart Roberts, Somerville, MA; Darlene
Powers, Boston, MA; and Gaffney Architects as they designed the
original building and are local .
Eliminated from further consideration: Preservation
Partnership, as their expertise appears to be restoration of
historical buildings; Modigliani/Noyes Architects, as they listed
only one library building in their resume.
In favor of the Roberts and Powers firms, Ed DeFoe noted
they each have access to the expertise of a Library Consultant.
Ed DeFoe reported he and Helene visited a library in
Lakeville, which schematic designs had been prepared by J.
Stewart Roberts. They were referred to a librarian in Middleboro
and did have a discussion with her. They also visited a library
in West Bridgewater which had been designed by Gaffney
Architects, as well as a building in Pembroke which had been
designed and recently completed by J. Stewart Roberts . Lastly,
they visited libraries in Duxbury and Kingston which showcase
some innovative design features .
Ed DeFoe provided handout copies to all Committee Members,
a summary, "Comments from References" . He reported he had
received very positive comments regarding J. Stewart Roberts; and
less than enthusiastic comments regarding Gaffney Architects . He
noted the building designs proposed by Gaffney Architects appear
to be replicated.
Helene DeFoe made reference to "Library Projects" West
Yarmouth, Mashpee, and West Bridgewater noting design
-2-
