Report on the options available to Develop and Implement a Web-Based Intranet/Internet GIS' <br /> ("the Web-Based Intranet/Imemet GIS options report"). <br /> In summary, in order to provide GIS and the associated GIS data, in a truly interactive . <br /> environment, it is recommended that a World Wide Web-browser based GIS be developed and <br /> implemented. By funding this project, the Town would be able to roll our GIS data, including <br /> the new,updated data,to other Town employees and, ultimately, the general public. <br /> The Vendor's Proposals <br /> As previously mentioned the Town invited three (3) vendors to submit proposals for the <br /> development and implementation of a web-browser based GIS. These vendors are as follows: 1) <br /> Applied Geographies,;Inc (AGI), 2) Vector Eyes and 3) Camp Dresser & McKee, Inc. (CDM). <br /> The details of each vendor's proposal and the associated cost are provided in the Web-Based <br /> Intranet/Internet GIS options report. Overall, the Assistant Planner and the MIS Director were <br /> most impressed with CDM. lu addition, CDM was the lowest bidder. CDM also recently <br /> developed a similar site for the Town of Falmouth. The quote they provided for Mashpee was <br /> $11,600, although I have requested$12,000 to provide some built-in unexpected costs. <br /> The $12,000 would allow for the development and implementation of the web-browser based <br /> GIS. Please see pages 4-6 of the Web-Based Intranet/Internet GIS options report for more <br /> details about the CDM proposal. After the first year the only annual reoccurring costs would be <br /> $3,300 for data hosting costs, which can hopefully be integrated into the MIS Department <br /> Budget. <br /> Reason for Funding Request <br /> I .am seeking these funds because there is no dedicated Town-wide annual GIS budget. The <br /> existing monies for GIS-related functions are in two accounts held by the Assessing Department. <br /> The Assessing Department generally uses these funds to pay AGI for the annual updates to the <br /> Town's Assessing Maps. Training and software updates have also been utilized with these <br /> funds. <br /> In the Assessor's Capital account, which was the original account established to pay for the <br /> flyover and associated work to produce the Town's first GIS planimetric data in 1997, there was <br /> $4.303.38 remaining as of February 2004. in—the Assessor's-GIS—Grant account there was <br /> $11,205.14 as of April 2004 (The Town received a grant of +/- $14,000 to have our GIS' <br /> Assessor's data brought up to Mass GIS Level II standards. More information on these standards <br /> is available from the Planning Department.). Thus, the total amount of GIS-related funds <br /> available are $15,508.52 not including any more recent AGI work conducted for the Assessing <br /> Department. <br /> Thus., funding the web-browser GIS effort, going with the lowest bidder of CDM, would bring <br /> the total available GIS funds to below $4,000. This amount would likely not be enough to cover <br /> an additional year of work by AGI to update the Town's Assessor's Maps!!! I have mentioned <br /> already that funding was secured for the update to the Town's planimetric maps and digital <br /> orthophotos using the Cable account. I have tried seeking an alternative-funding source for the <br /> 2 <br />
