• James Chisholm stated that one enormous difference is our funding goes directly to the Town and
+f he doubts the Town would want to give that up.
Debra said there are many advantages to having one managing entity but biggest disadvantage is
only one studio.
If each town would have their own studio, then FCTV would have to restructure their Board and
re-ate their by-laws.
+ CT-3 working on lower Cape now but that studio is public access only. Sandwich studio is an
independent non-profit organization. Maxine commented they have a nice studio. Maxine said i
you have a video you have to take it to each individual studio to be broadcast. Debra said but if
one entity ran a regional channel then data could be shared from one source. Debra suggested
MCAT Board view their site at www.fctv.org and scroll to streaming video. This can be viewed
24 hours.
CTV is working with Tight Rope Media System TRMC.0 I I ,a web-based community bulletin
board that can be seen on channel. This is good for emergency notices, etc.
• Lolita asked whether-they have trouble finding volunteers. Debra said at different tunes, yes. It-is
difficult and that is why selectmen's meetings are done by their paid staff members. In addition,
they even hire from out of state because it is difficult being on Cape.
• Andrew asked what their total paid staff budget is. Debra said she has a pretty large staff that has
grown over the years. She gave ranges: Executive director- $50,000-$65,000/year; second in
charge- $40,000/year;Production coordinator- $35,000/year. She said another individual studio
has paid staff for meetings: $25. for setup; $25. for breakdown; and$25. per hour.
Debra stated Falmouth has 15,000 subscribers and therefore their 3%budget is around $350,000.
M shpee has half that number of subscribers.
CCTV does outreach; they do training; and they bring organization and individuals in and keep
them involved and the et underwriting for town meetings. FCTV raised $23,000 this past year
they g
or town meeting.
olita mentioned that it is mimed-boggling that FCTV gets all the monies and the town doesn't get.
any. Debra responded that some concern is about liability. If money doesn"t touch the town then
the town has no liability.
James Chisholm said since Mahpee has the cable company"plant"and has the transmitting
facility for all the gest of the Cape this places Mashpee in a unique spot.
James Chisholm mentioned that Verizon is on the horizon.
Maxine asked: How willde-regulation affect the whole picture? Debra said she can't tell what
the future will hold. She said if we're lucky and continue to fight then funding will continue.
Debra said if Mashpee Town Manager e-mailed the job description to her she would post it.
Andrew will inform Joyce Mason of this offer.
arnes Chisholm thanked Debra for the information. He said it is helpful and she opened our eyes to
something we have to look at seriously and soon; and for us to look at if we do get coordinator then if
Bob ensterrnaer's facility disappears hien we may already have someone in place to take over.
Debra Rogers exited the meeting and the Board returned to Staffing Discussions topic to continue that
discussion that was tabled earlier in the meeting.
BudiJames Chisholm gave the Board an update on the budget, noting we expended $27,000 since
September.
