Maxine motioned that we change Board name in Paragraphs l 1 a and 12 to correct it to "Mashpee Cable and Advanced Technology Advisory Board"; .Tames Moroney seconded this motion; and it was unanimously passed, James Chisholm noted that in the document from the"Charge"down, wherever the word"committee"appears it should be substituted with"Boards, Janes Moroney raised the question as to whether MCAT Board has 5 or 7 members maximum since he had received conflicting information from Town Cle' rk's Office. The natter was tabled so that Andrew Eliason coWd check with Town Clerk. Janes Moroney and Maxine wolfset asked what is definition of"head-end"referred to in Paragraph 18. Andrew explained it is the building in the industrial park which contains equipment that receives the signals corning from Boston by fiber cable and are redistributed to the rest of the Cape. It also has the antennae(the huge Tower)which primarily serves as the back-up. Andrew suggested they go to visit. The MCAT Board members had visited the `head-end"about 2 years ago and did a publicity release on the visit. Maxine motioned that we, as a Board, set up time to visit"head-end";James Moroney seconded this motion; and it was unanimously approved. Andrew will.contact Mary O'Keefe to schedule the visit. stffin Discussion Andrew Eliason requested that any action on remuneration of video technicians be deferred until the Board has open discussion on the matter. He stated his feeling is that we should establish a second tier of expertise. He said this Board has provided an opportunity for people to learn video through both our own town studio and through paid volunteering services to the town. The technicians are exposed to hundreds of thousands of dollars worth of equipment and the training could lead to a career. Accordingly, Andrew finds it difficult to recommend that across-the-board increase be made,but he would suggest the hoard consider a second tier of competence but there should be accreditation process for the technician to pass onto the second tier. Andrew asked Jaynes Moroney and Maxine: In your experience as technicians sloes anyone ever spend less than 2 hours taping. Jim Moroney responded, `yes, frequently". Maxine said this is true. There followed a lengthy discussion with each Board member offering comments. Although Maxine will recluse herself From the vote,Andrew did welcome her comm nts during the discussion phase. Lolita commented that she does not feel that this Board is the forum for this. She believes this is a town personnel matter. Lolita said if town hires and comes to MCAT for funding,that's different,but she feels it is a town problem. Andrew commented that traditionally Town Manager hires the video technicians. James Chisholm stated that once we start taking money out of the funds and since we do recommend then we do have some responsibility in recommending how much money should be taken out of these funds. He said MCAT Board has no sa right to who gets how much,but it is our responsibility t recommend to g � Town Manager what we feel would be something to keep the system running. Maxine and.Tames Moroney pointed out that: Video technician does so much more than they're able to do when they first start out, Maxine doing a lot more of the arniga systema,which is not user-friendly.
