Cable Tv Contract Renewal
Joyce Mason introduced Rend Read,Assistant Town Manager,to the Board and advised that Rene is
representing the Town of Mashpee on the Cape Cod Cable Consortium. Rene gave the Board a listing of
the steps to be taken in the renewal process. A copy of that list is attached to the printed set of hese
minutes. Rend went down the list item--bar-item and discussed with the Board. Some of the comments
included the follom*ng:
Barnstable County funded the legal fees.
Hearings...required to have 1,but it would probably be better to have 2 hearings so one could be
held during the day and one could be held in the evening for hose people who work. The hoar
agreed with this. Andrew dict note that probably % of the comments will be items over which..
we have no Jun*sdiction—for example, rates charged and programming.
} oita McCray asked when would we receive something from the Cable company as to what their
offering? Joyce said what we're doing now is the first step, so we won't have contact iArith them
until after the hearings and when we have MCAT's recommendations.
It was strongly stressed by all the importance that the Comcast.Studio be maintained. Andrew
added that individuals doing public access would be very vocal about moving it out of Mashpee.
Andrew r entio ed that t present we have I education channel for the high school, I channel for
public access, andg ovem ent channel. It was Town that allowed I channel for the arts but
they just put on the-art clips—no educational material. Therefore Andrew said he would be very
reluctant to relinquish that channel for that purpose again. He said maybe we should rebroadcast
material ourselves. A question unofficially asked was whether we could have one channel for the
hi school and one channel for grade school only. What is something we should think about.
l -
Joyce suggested the Board review the current contract we have to see if you are happy with what
is in there now or maybe there is something else you would rather have in the contract.
► James Chisholm stated that he would assume we cataloged all the achievements MCAT has done
with the funding to,show the great record accomplished. Joyce said absolutely Mashpee is at the
forefront with how money has been used technologically.
Joyce also noted that.we are fortunate having Mary O'Keeffe as our Comcast rep. Any problems
we report to her we get immediate reaction from Mary..
Falmouth is holding a hearingin September about past nonconformance issues. Joyce said
Comea t not in breach of any compliance issues at Mashpee.
Andrew said if Mashpee decides to put in a transmitter service for the Town, maybe we could
request the use of the tower in the lndustalp ark.
Rene also provided the Board with the following documents for them to review and give hien their
feedbag:
1. Cable Tv Satisfaction Survey of Mashpee Residents.
2. Cape Cod Consortium.Cable Television Renewal Process- Suggested Timetable for
Formal Process(l)and Current Renewal License Expiration Dates(2)
Attorney Epstein's letter regarding ascertainment hearing agendas and comments.
In conclusion, Joyce asked the Board to please review the documentation and to e-mail their comments to
Rene since it would be beneficial if the Board contacted him before the next meeting.
r
i
I
i
1
