Dear Cable Advisory Board Members,
The liashpe Public Schools TV Studio would like to respectfully submit a proposal to the Cable and Advanced
Technology Burd for 526,904 to support broadcast developments to the MHS TV Studio. The studio is extremely grateful for your
past contributions.
As you know there are several aspects which make up a broadcast studio. Because of your generosity, we were able to
upgrade our Broadcast switcher, Station automation system, and post production editing equipment.
This Proposal entails the purchase oftwo cameras.Carrera usage in this department ranges from in studio shoots to live
slots on the athletic field and meetings held in various buildings through out district. The department currently has 2 functioning
studio cameras(Panasonic WV-F565),purchased in 1991.The studio cameras are analog, tapeless and require a studio deck t
capture any media making there impractical to use outside ofthe studio. The repair costs exceed the entire maintenance, upkeep and
supply budget of$3,500 annually. we also have two camcorders(Caron CSL- used to record and broadcast live events outside of
the studio. Their format is standard definition and medium is mini DV. The mini DV format is being replaced by SDHC cards on
new model cameras as they requires zero moving parts in turn using less battery and less costly to repair. Developers found that
multiple formats can be placed on an SDHC carol to support all workflows. In addition, the capability to record on ars SDHC card
will drastically reducing the post production process as the media file is"ready to edit"directly after being slot versus recording to
mini DV with real-thee logging.
This proposal includes two,IVC Hl 7oo am ras with appropriate accessories for studio integration.JVC was chosen for a
combination of reasons: Workflow fl -JVC formats their media so it can be imported directly into final cut from SDHC cards
eliminating real-time capturing from the post production process. The GY-HM700 model was chosen for its rugged design as it will
be used by students in a learning environment. The HM70yodel is commonly used as a rental item by highly regarded rental
companies such as: Access AV H,The Carrera Company, and Laurnic. It features a canon 14x lens, xlr outputs, progressive
CCDs.(Further specs can be viewed at projvc.corn)
Yes,the HM700 will record and output in 1 o op HD however, it will also record and output in standard definition for
total integration now and should the studio upgrade down the road.
OBJECTIVE:To incorporate the advanced technology of the HM700 camera with our studio exposing students to high definition
formatting, aspect ratios, frame rates aligning with past upgrades for future advancements
BENEFITS: Improve wrkfYow, increase productivity, newest formatting and frame rate capabilities, enhanced picture
Examples ofproductions include: School committe meetings, finance committee meetings, sporting events, town meetings,
rrn
comencem nt ceremonies, student productions, concerts, plays, fibred lectures courses.
The opportunity to present this proposal as well as your consideration is greatly appreciated.
Sincerely,
w -
Arthur Joia III
Media Arts Director
Mashpee Public Schools
