Andrew informed the Board of some of Falmouth's concerns/issues voiced at the Devin Lynch meeting: <br /> • Falmouth did calculations and said the license used$3 1/subscriber but according to Falmouth's <br /> calculations Mashp a is$3 /subscriber. Joyce said Falmouth"s figure for Mashpee is not accurate. She <br /> will get the actual calculations and provide them to MCAT. <br /> `heir contract should provide for QUAM tuners replacing old analog tuners. <br /> 0 Future technology not included----'for instance can programming ba shared or only shared with <br /> S andwic hFal rno uthMashpee <br /> 0 -day notice should be given for channel changing. Lolita McCray said we in Mashpee do get 30-day <br /> notice already. She said she's seen notification on her statement. Peter Cohen agreed and has seen <br /> notification as well. <br /> Change modulator(analog)device to signal transmission equipment. Lolita point out that Falmouth is so <br /> behind in cable technology so she feels sure 1 fashpee already has this equipment, <br /> • Falmouth had complaints about Cent's statement. <br /> • No one of that group was happy with the legal representation. Joyce pointed out that the consortium hired <br /> Peter Epstein as legal representative and the consortium pleased with the legal representation. <br /> CONCLUSIONS <br /> Andrew Eliason said the major concern is that in the contract no section references technology in any way; <br /> that being so,we would be unable to spend money on technology as we did today. This clause was <br /> included in past licenses. Peter Cohen added that when Peter Epstein and Renee"Read met with MCAT <br /> Board we specifically did request this language so if that verbiage isn't in the contract Peter Epstein should <br /> get it added. Joyce will contact Peter Epstein about this. <br /> • Joyce Mason said that the terms/conditions for each community are not the same. 1 fashpee's contract is <br /> very different—for one thing, we have a year in which to Work out studio situation. Lolita McCr y said she <br /> is still interested in what we're going to do for public access studio. Lolrta said she likes the idea of <br /> Ma hpee doing their own thing and not join forces with another town. Joyce said she would like to see u <br /> do a non-profit to run our own studio and hire our own staff. Joyce said those are the things that FIAT <br /> will be involved in looking at. <br /> MCAT Board asked l het er or not we will still have business office in Mashpee. Joyce said,"n&', it is <br /> proposed that it will be on Rt. 130, but Comcast still hasn't agreed to that, Peter Cohen said as long as <br /> same services are accessible in the Sandwich office. <br /> Joyce said for the next MCAT meeting she will have Peter Epstein put together an outline of what would <br /> be involved in setting up a non-profit run studio. Joyce suggested the MCAT Board may-want to have <br /> Falmouth come in with what they do and also Paula Johnson,who is in charge of Sandwich studio. <br /> Adf ournment <br /> Motion: Peter Cohen motioned to close Executive Session.
