MASHPEE COMMONS ADVISORY COMMITTEE <br /> MASHPEE TOWS]` HALL <br /> APRIL, 20, 1996t <br /> The following members were present: Spyro Mitro ostas, Chairman, <br /> Nick De as , Tom Fudala, Marie Scalley, James Dorgan, <br /> Dennis Dal arini. <br /> Fields Point representatives present were: Douglas Storrs , <br /> Buff Chace, and Alexandra Gillis. <br /> The meeting convened at 10 : 30 a.m. at the Senior Center. <br /> The Committee returned from a walk through Whitink-js and Trout <br /> Pond Roads, sites for potential Fields Point development* <br /> Buff Chace briefed the public on the glans for the area around <br /> Mashpee Commons <br /> Summar'y of a Fields Point Development Scenario was distributed <br /> which provides the -potential fiscal i m' act to the Town in taxes <br /> and expenditures. Discussion occurred about the accuracy of <br /> the fi ures. What should be the ratio per household for ill.incj <br /> It is difficult to come up withthe number of students ; one <br /> per household seeras high. Can we use today ' s tax rate and cost <br /> . per student to determine net gain or net loss for the Town? <br /> Hopefully,r, it will not cost the Torn money to have this new <br /> development. <br /> The student cost was calculated at $5 ,000 per student, and the <br /> tax rate was held constant at 14 . 85 . The net .ipact was worst <br /> case scenerio at --$295 , 085 and hest case scenario at +$904 , 315 <br /> Mr. Demas stated the Committee is aware of the public concerns <br /> such 'as traffic flow, open space, and taxes . other concerns <br /> voiced were: Lights shining in a Deer Crossing apartment, <br /> over population, and renters who would have children. Ms . <br /> Scalley will get the ficjures frorn the school department. Mr. <br /> Mitro} ostas noted there are 8 children in the 132 Townhouses <br /> in Quashnet. The factor for projecting cost impact should be <br /> somewhere between . 28 and .85 . Mr. Mitro] ostas suggested getting <br /> to a break even point and work backwards to find the acceptable <br /> number of housinq units . <br /> Mr. Chace asked for agreement to use either current or <br /> inflationary figures. Mr. Mitro} ostas suggested using a <br /> inflator. Ms . Gillis noted there are fixed vs . variable costs . <br /> Mr. Chace stated schools are a large fixed cost; more students <br /> means snore tax revenue which may be a plus . Mr. Mitroostas <br /> stated that i it casts $300 ,000 (worst case scenerio) , it e <br /> a Ileal considering the Town gets a hotel and performing arts <br /> center, etc. <br />
