There has to be some open space set aside and figured <br /> into the fiscal calculations, Mr. Fudala further stated the Cape <br /> Cod Commission requires between forty o and sixty o <br /> percent open Space for any project, including straight <br /> commercial, which has to be calculated into the fiscal analysis. <br /> Selectman Marsters inquired if a portion of the open Space <br /> would be taken from an area off the main site; to which Mr. <br /> Fud.a .a indicated in the affirmative. (There was brief discussion <br /> regarding off-site locations and Commission requirements to be <br /> factored into the analysis. ) <br /> Sharon Rooney, Cape Cod Commission, clarified the Regional <br /> Policy Plan requires open Space for all development . Requirements <br /> within significant natural resource areas being higher. She <br /> stated there would be an open space requirement for the Mashpee <br /> Commons project, but did not know the percentage. There is also <br /> an alternative point system, as well as ars ability to provide an <br /> on-site or off-site contribution in terns of land or equivalent <br /> cash contributions, or a combination thereof. <br /> Selectman Dinizio suggested the Beer Crossing residents <br /> would prefer a larger buffer area between the projects, which <br /> could consist, in part, as the open Space contribution. <br /> Selectman Marsters inquired if the land contribution would <br /> have to coincide with the fiscal impact study as it would relate <br /> to zoning/acreage. <br /> Mr. Brais stated a reasonable estimate would have to be <br /> reached. <br /> Mr. Storrs stated the best judgment as to the amount of open <br /> Space projected would have to be made in order to meet the <br /> requirements of both the Cape Cod Regional Policy and Mashpee <br /> Comprehensive Plans. <br /> Selectman Dinizio deferred to Mr. Storrs for c nrnent on the <br /> Proposed Fiscal Scope of Services as presented by Mr. Bra-is. <br /> Mr. Storrs acknowledged a job well done by Mr. Buis by way <br /> of description of the fiscal impact study. Mr. Brais has <br /> provided Mashpee Commons with the scope, which has in turn been <br /> forwarded to the two firms under consideration.
