Brais is recommending that a marginal cost approach be <br /> used. The most important determination to be made with regard to <br /> the fiscal impact study is the new costs incurred by the 'down. <br /> Selectman Diniio asked whether or not property taxes would <br /> be factored into the fiscal impact study, for application towards <br /> operational expenses. <br /> Selectman Nancy Caffyn addressed the issue of escalating <br /> costs for automobile insurance. she stated Mashpee to be in the <br /> highest grange 7on Cape Cod. she further stated 1ashpee <br /> residents pay approximately Two Hundred ($200 . 00) Dollars more <br /> for insurance than residents in the Town of sandwich. She stated <br /> the reason to be, in her opinion, the accident rate around <br /> ashpee Commons and the Rotary. she also mentioned the number <br /> of accidents having occurred onDonna' s Lane. <br /> Selectman Caffyn feels this is a critical issue when dealing <br /> with impacts upon homeowners and residents of Mashpee. she <br /> stated the probability of continued rising rates as the impact of <br /> cars, people and commercial increase. she stated this expense <br /> should be a valid consideration and that the situation appears to <br /> be getting worse as development continues in Mashpee. <br /> Mr. Chace commented this to be the first time this type of <br /> process has occurred in the Town of Mashpee. He expressed his <br /> desire to be diligent and provide the best analysis. <br /> Mr. Chace expressed an interest in presenting some of the <br /> many positive impacts and qualitative benefits to the community. <br /> He further expressed his concern that the positive aspects have <br /> not been adequately communicated to the citizens of Mashpee.
