Minutes of the October 21, 1997 Meeting, i which <br /> motion was seconded by Mr. whri teno r and so voted unanimously. <br /> The Chairman suggested the Consultant, Mr. Brais, establish <br /> a Gantt chart as a means to measure progress, accomplish goals, <br /> and to inform/update the Townspeople. <br /> Mr. Brais made reference to Memorandum dated november 24, <br /> 1997, from Douglas Storrs, regarding Subcommittee Process, <br /> Studies and Schedule Going Forward. He suggested this report be <br /> reviewed carefully as it relates to tasks and timing. He agreed <br /> the format should prove to be useful . <br /> The Chairman further stated he had discussed concerns <br /> regarding formalizing the structure of the Committee with 1r. <br /> whritenour. He suggested the Consultant establish and proceed <br /> with an agenda, as well as to organize major issues with the <br /> proponent prior to the scheduled Conuni.ttee Meetings. <br /> At this point the Chairman deferred to Nor. Brais for the <br /> purpose of reporting on activities which have take place since <br /> the last Meeting: He has been meeting with both Anita Kramer <br /> and Paul Tishler regarding their respective scopes of services, <br /> ashpee Commons having provided them with study requirements <br />' imposed by this Committee. Both Anita Kramer and Associates and <br /> Tishler and Associates have provided draft scopes of services. <br /> Mr. Brais informed the Committee of time spent explaining the <br /> expected requirements and usage of the studies. lir. Brais <br /> expressed his approval of the first drafts . Details reflecting <br /> the base lime and the forthcoming products have been carefully <br /> considered. In his opinion, Mr. Br'ais comme.nted that Paul <br /> TischlerY is extremely knowledgeable in the area of fiscal impact <br /> assessment and appears to be ready to proceed. <br /> Mr. Brais expressed to the Committee his concern with regard <br /> to issues of timing as they relate to the spring goal . He <br /> cautioned the Connittee that everyone would have to be dutiful <br /> regarding dates. He assured the Cormnittee that the Memorandum <br /> Document (s) has been reviewed carefully in order that the <br /> completed studies will be provided in ample time for <br /> consideration by the Town. <br /> The Town Planner, Thomas F data, arrived at the Meeting at <br /> this point, 4 :46 p.m. <br /> Tr. Storrs pointed out Tischler~ and Associates , inability to <br /> provide fiscal information pending completion of Market Studies. <br /> Mr. rais mentioned the use of additional Consultants at the <br /> point of discussion of the established scope of review (Traffic, <br /> Environmental., Design Quality/Impact Issues, etc. ) . <br /> The Chairman stated conducting a thorough investigation is a <br /> priority; an attempt to meet the time lime as presented by <br /> -2- <br />
