Lynch inquired as to the current system capacity, to <br /> which Mr.. Storrs answered approved capacity is eighty (80, 000 <br /> thousand gallons per day, of which they currently use forty-six <br /> (46, 000) gallons. The true monthly flew would range from <br /> approximately seven (7, 000) thousand gallons, to a high of <br /> nineteen thousand (19, 000) gallons in the su uner. Actual flow is <br /> approximately half of Title V. The issue being not where it i <br /> being treated, but where it is disposed. Mr. Storrs also <br /> discussed advancements in treatment technology. <br /> Mr. whritenour questioned whether or not the Sewer <br /> Commission approach would overcome prohibitive costs of having <br /> effluent piped to another location. e noted the issue does not <br /> appear to he treatment, but rather the costs involved with <br /> piping. <br /> Mr. Storrs responded there are opportunities and advantages <br /> for the municipality to become involved in the business aspects <br /> f treating waste water (public entity advantages, bonding <br /> capabilities, taxation, and the ability to include neighborhoods <br /> along Great Neck Road South resulting in removing existing <br /> nitrogen as well as new) <br /> The Town Planner noted that in order to develop individual <br /> lots, there would have to be a municipal system. <br /> Barer inquired as to whether or not there is available <br /> j funding at the Mate level and suggested the Selectmen <br /> j investigate. The Town Planner responded that said monies have <br /> been applied for, received, and will be utilized for Dr. Howes , <br /> studies. He further stated this is zero-interest loan money for <br /> facilities planning and for constructing facilities. <br /> . whr i t encu r clarified this money to be a loan program, <br /> the state Revolving Loan Fund. He stated there may be benefits, <br /> but cautioned against making this a financial argument, unless <br /> the goal is to distribute the cost among other property owners. <br /> Mr. Storrs responded the goal would be to distribute costs <br /> among multiple property owners, as well as to enable one entity <br /> to manage multiple plants. He stressed none of the waste water <br /> models would create a cost to the Town as it would be established <br /> on a user-fee tax basis. He mentioned environmental advantages. <br /> The Town Planner stated the pipeline system would have to be <br /> a municipal project involving eminent domain and road usage. <br /> Mr. Chace clarified the user would ultimately save money <br /> -4- <br />
