current process, a review of their current standing and proposal, <br /> discussion of language changes to the zoning ordinance and to the <br /> process moving forward. <br /> The 1995 Blue Ribbon Committee was established by the <br /> Selectmen for the purpose of addressing the Mashpee Commons <br /> Master Plan to either endorse or disapprove the concepts behind <br /> it . just over one 1 year was devoted to that purpose, <br /> resulting in the Committee ' s general endorsement of the Master <br /> Plan which included their concerns as well . The Selectmen <br /> accepted the recommendation made and thereafter disbanded said <br /> Committee. <br /> Shortly thereafter a request for a Consultant was proposed <br /> and the current Committee was established for the purpose of <br /> reviewing the more technical aspects of the proposal, and more <br /> specifically the scope of the proposal as it has been reduced to <br /> include the three neighborhoods of Whitings Toad, Job' s Fishing <br /> Road, and East Steeple Street, resulting in a maximum of two <br /> hundred fifty (250) units (plus or minus) . <br /> ,fir. Storrs pointed out traffic, wastewater, and the <br /> beginning of fiscal impacts have been addressed in said Report. <br /> The difference between existing zoning and the current proposal <br /> indicates less traffic on a per day basis with a similar <br /> reduction in weekend peak hour traffic. The Report indicates <br /> virtually the same amount of wastewater generation from existing <br /> zoning and what is being proposed a difference of approximately <br /> ten thousand (10, 0001 gallons under Title V) . The fiscal impact <br /> study has begun, the level of service work has been completed., a <br /> draft report is anticipated by the end of the month. The first <br /> indications are that it will be less of a positive impact, the <br /> proposal will not create a negative fiscal impact, it will <br /> continue to create a net positive fiscal impact to the Town. <br /> Due to the reduction of the scope of the proposal, and due <br /> to the refinement of unit-type, traffic is less, wastewater is <br /> equal, and there remains a net positive fiscal impact. <br /> Mr. Storrs reminded the Committee he is not asking for a new <br /> zoning ordinance, but rather for minor amendments to the existing <br /> Ordinance. A net positive has been indicated in all three main <br /> areas of concern to the Committee, and relatively minor zoning <br /> changes. Mr. Storrs further pointed out that every goal of the <br /> Committee has been accomplished hed within the Report . <br /> To summarize zoning, the proposed amendments to the <br /> on n rciai Center~ Bylaw (dimensional requirements and <br /> architectural review) are to be addressed at the May Town <br /> Meeting; and zoning changes related to the open Space Incentive <br /> Development Bylaw (transferring units into a commercial district, <br /> allowing for conversion of second story office space to <br /> apartments, and allowing credit for open space within the <br /> - - <br />
