Mr. Storrs represented there appears to be some confusion <br /> i within the Toon regarding the Amendments to the Commercial Center~ <br /> Bylaw; and that endorsement by -way of a formal vote by this <br /> Committee would be helpful to the Voters. <br /> For clarification, Mr. Storrs stated this Committee ashpee <br /> Commons Advisory Committee) unanimously approved the changes; the <br /> Selectmen endorsed the Amendment and voted to include such on the <br /> Spring Town Meeting Warrant; it was at the Planning Board level, <br /> due to confusion of the issue, that said Board voted not to <br /> endorse the Article at Town Meeting. <br /> i <br /> Mr. Kuchins i, Planning Board Member,ber, explained that concern <br /> was such regarding the absence of a number of final reports <br /> (wastewater, fiscal impact) along with several concerns expressed <br /> by citizens of the Town that such reports should be clarified and <br /> presented to the Town prior to the proposal of any Amendments to <br /> the Bylaw. <br /> I <br /> i <br /> Mr. Storrs doted it was unfortunate that Mr. KUchinski had <br /> not been present at a number of previous Committee Meetings where <br /> discussions focused upon the dimensional issues of the Commercial <br /> Center Bylaw. He stated the amendments did not suggest any <br /> square footage increases or any alteration of the amount o <br /> development . <br /> Mr. Storrs clarified the dimensional changes are not <br /> contingent upon the production of any of the aforementioned <br /> reports . Said reports do, however, refer to residential and <br /> the transfer of development rights. AS suggested by this <br /> Committee,, Mashpee Commons Ltd. Partnership (MCLP) agreed to <br /> present only the dimensional. .issues at the Spring Town Meeting, <br /> with the remainder of issues to be presented in the Fall . <br /> Mr. Kuchinski responded by agreeing there had been <br /> sufficient confusion/anger regarding citizen input to influence <br /> the Planning Board to vote against endorsement of the Article at <br /> this time and to delay all aspects of this issue to the Fall Town <br /> Meeting. <br /> Selectman Marsters recognized Antoinette Brooks, who relayed <br /> to Mr. Storrs, on behalf of the Townspeople, that MLP provide <br /> information well in advance of the Fall Town Meeting, and in lay <br /> terms, some type of explanatory publication, as there appears to <br /> be much confusion regarding the issues they are being asked to <br /> consider. She stated this to be, in her opinion, an "absolute <br /> necessity" . <br /> Mr. Storrs agreed it is important for people to understand <br /> the Commercial center Bylaw Amendments are a product of this <br /> Committee and that they are community wide.
