I <br /> are to be spent. <br /> Mr. Chace expressed concern as to whether the process taken <br /> thus far is appropriate. Mr. Chace posed the followingquestions <br /> to the Committee/Public: <br /> 1 . Problems wih the process both prior to and at Town <br /> Meeting; <br /> . The Committee ' s interpretation of Town Meeting outcome; <br /> . How can Mashpee Commons Ltd. (MCLP) improve their <br /> performance in the future; <br /> . `here did not appear to be a cohesive position between <br /> the Committee and 1LP stated at Town Meeting. <br /> In response, Mr. Ferguson stated the problem was that the <br /> Planning Board did not support the Article; and that the Planning <br /> Board representative has been unable to attend Connittee Meetings <br /> on a regular basis. <br /> Mr. Ferguson also stated there aro members of the public who <br /> want to see the proposal, in its entirety, presented at the <br /> October Town Meeting. <br /> mr. Chace inquired if it is the general consensus that this <br /> Committee be re-designed in order to include and provide the <br /> Planning Board With a major role on the Committee. <br /> Mir. Ferguson was in agreement that the Planning Board take a <br /> major role and that a Planning Board representative should be in <br /> attendance at all Committee Meetings. If it is impossible to <br /> have Planning Board representation, the Committee should be <br /> providing them with Meeting information. <br /> Mr. Fud.ala stated that he had made all of the arguments for <br /> the Committee at the Planning Board Meeting which denied support <br /> of this Article. He stated the problem had been with citizen <br /> concern for various studies which had not been provided a <br /> promised. <br /> Mr. Chace responded by stating that he had been under the <br /> impression that it was understood that what had been proposed <br /> could create less environmental impacts than the current zoning. <br /> i <br /> The Chairman recognized Beverly Kane, who consented from the <br /> viewpoint of the citizons by stating she was in disagreement with <br /> the characterizations made of Planning Board actions. she stated <br /> that the Planning Board, by law, held a Public Hearing on this <br /> matter. A number of citizens attended said Public Hearing who <br /> were opposed to the proposal . she further statd there had not <br /> been anyone present to spear in favor of the proposed zoning <br /> change. The Planning Board responded to a number of citizen <br /> concerns that this Conittee continually promised full studies on <br /> all of the impact areas, and that they would not come before the <br /> -2- <br />
