Mr. Storrs informed the Committee that the , <br /> issue of betterments had been discussed at the Sewer Commission <br /> meeting and questioned whether only the ,people along the pipeline <br /> and those who have an influence upon the Mashpee River would be <br /> taxed for betterment; or is there a betterment tO the Town as a <br /> whole to improve the resource of the Riper.. , <br /> John Kuchins i noted the pipeline proposal- is, at this <br /> point, an option for the Mashpee River solution, and that one <br /> Hundred Fifty Thousand ($150, 000 . 00) Dollars isbeing spent on <br /> studies. Pant of the reason for the study is to determine what <br /> is causing te ,pollution/the source of the nitrogen. The second <br /> phase of the study will determine the solution, at whidh point <br /> the sewer treatment scenario will be evaluated. Mr. Storrs was <br /> in agreement . <br /> Mr. Kuchinski raised the point that Mashpee Commons is <br /> currently paying for th6 operation and maintenance of the Mashpe <br /> Commons Plant, should the time come about when the ToWn would own <br /> t-he plant,, some type 'of user fees based upon water usage or meter <br /> ,readings would have to be estal l sh d. <br /> M <br /> . Chace stated that MLP has often discussed with the Town <br /> Planner their willingnes8 to consideront ibuting the Mashpee <br /> Commons Plant t to the Sewer Commission. <br /> Mr, Storrs reminded the Committee there is ample time in <br /> which to address these kinds of issues as the development is not <br /> expected to be completed within the next .ten years.
