Mr. Johnson suggested the Village green area would be a more <br /> appropriate location for various concerts and tent set-up when <br /> needed. mr. Chace agreed. <br /> ►1r. Johnson also inquired as to the proposal for the Trout <br /> Pond Neighborhood. <br /> Nor. Chace stated that with the exception of the area <br /> designated for the Boch Center, the Trow Pond Neighborhood has <br /> been eliminated from the -proposal at this point, as well as a <br /> reduction in the number of residential units having been made. <br /> Presently, the two existing uses, the Antique shop and Breakfast <br /> y <br /> Restaurant, are to remain without change. <br /> Ms. heplr-made reference to the traffic Study, stating her <br /> concern for safety issues as related to the smaller/marrow <br /> streets being proposed. she also mentioned concerns for noise <br /> levels. <br /> . Sheply stated she is teat odds with a -lot of things that <br /> have been said here today" . She made reference to an article in <br /> Yankee magazine regarding Cape Cod/Development, and statements <br /> rade within said article by the Town Planner regarding the number <br /> ofashpee }wilding permits having already been issued. she made <br /> further reference to taxes, and highway overload issues . also <br /> mentioned in said article. <br /> Ms . Sheply also made reference to statements rade at a <br /> previous meeting regarding the issue of waste water treatment . <br /> She asked whether or not the alleyways being proposed 'Would be <br /> accessible to emergency -vehicles. <br /> At this point, the moderator suggested Mr. wood address lis. <br /> Shepl ' s concern regarding septic/waste water treatment. <br /> Mr. wood explained the usual current procedure for funding a <br /> wastewater system within the Commonwealth of Massachusetts. <br /> customer would pay the cost of major capital features through <br /> long term bonds, funded by interest free motes from the state <br /> (50W funding . The lateral sewers connected along the streets <br /> are funded through betterments. operating costs of the plant are <br /> funded through a connecting fee. <br /> Mr. wood stated that Mashpee Commons is in a position to <br /> possibly provide a treatment plant which the Town could then take <br /> advantage of if it so desired to purchase and/or connect to. He <br /> clarified this could benefit the Police Station, Middle and <br /> Elementary schools as a beginning to treat high load, single <br /> location areas that are currently tax payer responsibilities. <br /> Ms. Sheply then blade reference to statements made previously <br /> regarding septic systems located along the Mas pee River, being a <br /> direct cause of the nitrogen problems. <br /> 5 <br />
