Mr. Fudala provided an explanation of multipliers within the <br /> Bylaw and how it works, including ownership, location primary <br /> and secondary) , waterfront properties, and units with access to a <br /> sewage treatment plant. <br /> r. Fudala acknowledged that the proposed Mashpee Commons <br /> project could be developed under current zoning. Initially <br /> Mashpee Commons was proposing a major charge in zoning, which <br /> would allow for the transfer of units without becoming involved <br /> with the transferred development rights . Mashpee Commons has <br /> since agreed to facilitate the OSID Bylaw, including the transfer <br /> f development rights. The Articles being proposed for the <br /> October Town Meeting are essentially technical amendments. <br /> originally there were five bylaw amendments proposed with regard <br /> to Mashpee Commons, three f which have been placed on the <br /> warrant and have been unanimously approved by the Planning Board <br /> at Public Nearing. Two of the proposed amendments have been <br /> removed from the warrant, as noted in the hand-out material . <br /> OSID Bylaw Clarifications <br /> Townhouse-style buildings on individual lots are to be <br /> treated as a single-family dwelling. <br /> Limit the length of single wall planes (1 00 feet) to <br /> residential uses. <br /> Sewage treatment and trash storage building setbacks to be <br /> reduced from three 0 hundred to two (200) feet. <br /> Clarification of mixed-use allowances . <br /> The allowance of smaller lot sues within the development. <br /> Allowance for off-site parking facilities, or on-street <br /> parking. <br /> Street design standards are to be replaced by Planning Board <br /> regulations, allowing for more flexibility. <br /> And, allowance for single-family homes on separate lots. <br /> OSID Incentive Plan map - Mr. Fudala made reference to hand- <br /> out materials, Proposed Amendment to open Space Incentive Plan <br /> Map, and also made references to the location of Mashpee Commons <br /> owned property, approximately fifty acres on Great Neck Road <br /> South. of said fifty acres, approximately one-third l i <br /> presently located within primary conservation area. The <br /> remainder is located within the boundaries of the National <br /> Wildlife Refuge. Mashpee Commons has requested the entire parcel <br /> be designated as primary open space. The results of which would <br /> provide for a more comprehensive map of open space, as well as a <br /> increase of approximately fourteen 1 residential units that <br /> -3- <br /> r <br />
