Mashpee Woods <br /> 588 Main Street <br /> 4B Project <br /> Kevin Kirrane, Steve Giatrellis, Laura Schufelt, E.J. Miller. <br /> Development and Building Plans for a 120-unit condo complex under Ch. 40B were <br /> submitted and reviewed. The site is located off Rte. 130 with plans to leave 19 acres <br /> open space and 27 acres housing and commercial development. Of the 96 two-bedroom <br /> units for sale, 24 will be affordable. Of the 24 rental wits, 6 will be affordable, This <br /> meets the %requirement by the State. They will be on Town Water, and sewage <br /> treatment will be required. They are seeking a variance to put in 3-story buildings where <br /> 2 12 is the norm. There will be elevators to accommodate handicapped. The building <br /> inspector requires a code analysis on the plan which includes use group, construction <br /> type, and other information from an architect. Town Planner comments that the site, <br /> although consistent with the Town's adopted plans and zoning, appears workable for the <br /> proposed use,particularly given the ten's demonstrated meed for apartment housing and <br /> the disinterest shown, to date, by most other 40B developers in providing rental housing. <br /> The combination with industrial and corm nercial development presents some challenges <br /> in terns of site design and buffering of residences, but is not unprecedented in the town <br /> and may provide the economic basis for feasibility of the project. Many of the details of <br /> the site plan require more carefal planning,and review to deal with issues such as public <br /> safety, storm water management, parking, interrelation ofthe buildings and buffering <br /> from the industrial area and adjacent sand pit. Water quality impacts will be ofprimary <br /> concern, requiring the highest levels of wastewater treatment and storm water <br /> management to minimize nitrogen loading to our bays, DPW requires a maintenance <br /> plan for the drainage system. The Town does not like standing water. Cape and Islands <br /> will be doing the drainage and swles. The Town is in the process of designing an <br /> extension ofthe sidewalkibike path on Rte 130 from Heritage 'ark to Pickerel Cove i <br /> Road. fw noted that a sidewalk from the proposed development to Rte 130 should be <br /> provided. Health Department requires a discharge permit. There is water pressure <br /> concern in this area around Echo Road. The Health Agent has made continents in <br /> September 2006 pertaining to attic space,wastewater treatment plant, and the availability <br /> of drinking water to the site, which were forwarded to the Town Manager. Steve <br /> Giatrellis stated that there would be no storage space available with trusses in the attic <br /> and no determination has been made about storage in the basement. Bioclere has been <br /> contacted about technology for the wastewater treatment plant. Steve spoke to Andy <br /> Marks at the Water District about adding a pump to increase pressure to service the entire <br /> area, and they offered to help out. There are 242 parking ing spaces slotted. They plan n t <br /> construct the residential first and the commercial part later. The power will be <br /> underground. fire Department would like more detail on how to get to the 3rd floor, The <br /> developer 'is willing to pave around the building for emergency vehicles which could also <br /> tie in with the road to the sewage treatment plant. Sprinklers and carbon monoxide <br /> detectors are required. The Police had no concerns. <br /> The Minutes of September 1 , 2006 and October 13 9 2006 were approved. <br />
