NATIONAL ENVIRONMENTAL POLICY ACT
A review of the possible effects on the environment, as required by the National Environmental
Policy Act (NEPA) and related environmental legislation, executive orders, and regulations, will
be completed for this project. IHS will be responsible for all NEPA reviews for this project. It is
anticipated that this review will indicate that the project meets the criteria for NEPA categorical
exclusions for the HIS, as submitted to the Council on Environmental Quality. Further, the
requirements of related legislation, executive orders, and regulations will be met. However, if
any condition contrary to the results of this review is discovered at any time during the course of
the project, further action will be taken to ensure that this project causes no significant impact on
the environment.
No funds for construction activities will be released until the Environmental review and
associated determination is made.
Note:
Per our NEPA review:
1. The onsite Biodiffuser wastewater disposal system will be designed, installed, and
operated in accordance with applicable local and state (Title 5) requirements.
2. Any hazardous and medical waste generated by operating the health clinic will be
properly disposed of off site.
3. No materials used in the construction of the project (such as fuels, lubricants, cleaning
solvents, antifreeze, etc.) will be allowed to spill on or infiltrate the ground. A spill and
containment response plan will be developed before construction to prevent such
infiltration into soil and ground water in the event of a spill.
7
