Mashpee Planning and Construction Cottee <br /> Minutes of Meeting Meld Tuesday,January 10,2006 � <br /> Mashpee Town Hall Meeting Room <br /> s <br /> Committee Members Present: Ken M r ter ,Janice Mills, Irving Goldberg,Joe Krait, Kevin ShackeM <br /> Steve Cook, and Eugene Smargon. <br /> Invited Participants Catherine Laurent, DPW <br /> George faker, Fire Chief <br /> Joyce Mason, Town Manager <br /> Chairman Iden 1 arsters called the meeting to order at 7 p.m. He opened the discussion by stag that Iry <br /> Goldberg was the sole Committee member who attended the C-1-P Meeting. Ken announced that Chief <br /> Baker and Catherine Laurent will give presentations on their requests for a Fire Substation in South <br /> Mashpee and for a storage garage at DPW. Joyce Mason added that given the number of serious repairs <br /> needed, C-f-P is considering doing capital improvement bond similar to the -year road bond to get <br /> buildings up to where they need to be. Joyce said they are working with the Treasurer on this. <br /> Approval of Minutes <br /> Joe Krait motioned to accept the minutes of November 1, 2005;Iry Goldberg seconded this than; and <br /> all approved it, except Steve Cook abstained. <br /> Chief Baker—Fire DeRartment <br /> Chief Baker brought a water District map to use in his presentation toglue an idea where there is <br /> waterline and where people live. Chief Baker began his presentation by giving the historical background; <br /> challenges being currently faced; and stressing after 10 gears of requesting substation time has come for <br /> decision to be made. Some of the points made: <br /> 22 years ago Fire House moved to cu(fent location. At tirne, smart move because it was centrally <br /> located and near the main roads. <br /> • we have automatic aid for every area in town. <br /> Insurance-wise,vire are graded a '" 3"� <br /> f the calls are in the4-minute response time zone area around Rotary. <br /> Challenge is the areas that take 6 to 12 mutes to reach. These are outside the" *'code and <br /> insurance considers them non-protected areas. <br /> Area changing...South Mashpee and New Seabury undergoing tremendous build-up. <br /> • Chief Baker recommends placing substation on Town owned land on Red Brook Road. This <br /> would reduce -minute response zones to 4 to -12 minutes response time. <br /> • booked at pre-fab construction for substation but dismissed because cannot withstand hurricane. <br /> Adding to the existing Fixe House solves needed spm,but doesn't give us the unproved response <br /> time that is needed. <br /> Chief Baker provided a copy of'the Project Request Form he submitted for South Mabee Fire <br /> Substation,which is attached to the printed set of these minutes. <br />
