I
I
In reviewing the library's space needs, I went-back to Mashpee's Comprehensive Ilan
which was written in 1999. Eric Smith, lashpee's Assistant Town Planner, developed
figures for 1ia.shpee's library needs. Using nationally recognized (Wisconsin) library
standards, he developed figures that included spaces needed to house a collection,
provide adequate patron seating and employee workstations. His report stated that he did
not include the spaces for Audiovisual (AV) and Periodical materials and that these
would have to be added into his figures. He carne up with a total of 12,868 square feet of
assigned library space. I have added the 90 square feet needed for Av and Periodicals
collections from Stewart Roberts' space needs chart. Combining that with Eric's figure
gives a total of 13,808 square feet of assigned library space.
Eric stated that an additional factor of 25%to 0%needed to be added in for non-
assignable space which are `those areas of the library necessary for general use and
operation of the building but not service specific library functions, such as foyers,
vestibules, corridors(but not aisles in book stacks)or other furnishings, toilets, janitors
roo or closets, ventilation ducts, and mechanical equipment areas". Eric applied
factor of 25%to the 12,868 feet he identified. If you look at the chart that Stewart
Roberts developed to show library space needs, he used a factor of 30% for these non-
assignable spaces. Stewart has designed many libraries while Eric was picking the low
number from the range. I felt his Stewart's figure was a more accurate representation of
non-assigned library space than the 25% figure that Eric used.
If you apply the factor of 30%to the 13,808 figure which includes AV and Periodicals,
you would need a building with a gross square footage of 17,950. Eric's figures were
based on a weighted population of 14,564 by 2004 and a build out figure of 20,000 in
fifteen to twenty years.
ti
