M shpce Planning and Construction Committee Minutes of Meeting Held Monday, August 4,2008 Mecti ng Room 2 . Committee Members Present: Steve Cook, Irving Goldberg, Joe Brait, Kevin Shacke t, Eugene Smargon, and Janice Mills. Absent: Sheldon Gilbert and Tricia Parolski(Ex Officio Member). Also Present: Catherine Laurent, DPW Rich Pomroy, Pomroy Associates Chairman Steve Cook called the meeting to order at 6;30 p.m. Approval of Minutes Janice Trills motioned to accept the minutes of the Meeting of July 7, 2008; Irving Goldberg seconded the motion; and the notion was approved, with Eugene Smargon abstaining. Fire Substation# Rich Pomroy provided an update to the Committee as detailed in the attached project update meeting of August 4, 2008 document, along with the Change of Order Log and July 31, 2008 Development.budget update. These three documents are attached to the printed set of these minutes. Rick said he believes they will meet the completion deadline by the end of this month. Exhaust Recover stun,..They have 2 bids: one for 1 x,000 and one for 1 o . Criteria in specification was that equipment had to match exactly with existing equipment at main Fire Station. The low bidder was not the same manufacturer that provided main station equipment so Rick Pomroy and Chief Baker visited a system completed in Fall River and with minor deviations equipment was identical. Owner of low-bid company use to work for the company that manufactured the old system. Rick's opinion is that there is no reason not to accept the low bidder. With their bid they did not provide their financial information. They provided 2005 and 2006 data;they are certified for aggregate over Million in business so Rick doesn't sec any problem. The State Attorney General's office said providing the financial information is not a legal re wire nt, more of a local requirement and municipality has jurisdiction to waive or request the information. Rick will be sending his review comments to Rene'. water line...Iick Pomroy advised that this is done and over with. 1t was completely tested. Gene Smargon asked is there still a sludge problem? Rick responded that the water Department takes responsibility for that. It is believed that the problem occurred in existing main that wasn't being used. Andy said he is going to be putting a discharge line on that line and run it constantly. PCO/Change Order Lo ...Items 1� K,and l l on page 2 of the attached Change Order Log describes adding a bollard; credit for eliminating curbing: and eliminating domestic water backflow. In reviewing these, both Gene and Janice suggested that maybe we need more than one bollard. Rick said he will take another look to see whether more than one needed. Motion: Joe Brait motioned to accept Change Order#4; Janice Mills seconded the motion; and it was unanimously approved.
