6:12 Master Builders Pro, Inc., 118 South Sandwich Road. Request for Determination of <br /> Wetlands Jurisdiction. RDA <br /> Richard Savant, Professional Land Surveyor for Stenbeck and Taylor represented the applicant. <br /> He stated the owner is proposing to build a house on this lot. He explained there is a low area on <br /> the lot which holds water from time to time. They had a wetland scientist look assess the area and <br /> noted on the drainage plan that any particular area that holds water can be determined as a <br /> wetland area. It is required by the State Bylaw to make a determination. Testing was done and it <br /> was determined that this area doesn't reach the capacity for it to qualify as an isolated wetland. <br /> The Agent stated that Brad Holmes, Certified Wetland Scientist, went out there and determined <br /> there is no hydrologic connection to any wetland resource area. It functions as a vernal pool but it <br /> does not qualify as a wetland based on drainage calculations in accordance with DEP regulations. <br /> The Agent stated he agrees with the calculations that it is not qualified as a wetland resource area. <br /> Mr. Savant stated it is a man-made area and there is no intent to disturb it or fill in the area. <br /> Motion: Mr. Sweet moved for a Negative Determination, seconded by Mr. Anderson. Vote 4- <br /> 0 <br /> 6:15 Adriaan W. Termeulen, 0 Rock Landing Road. Proposed aquatic invasive species <br /> control RDA <br /> Resource Area: Land Under Waterbodies and Waterways, Inland Bank, BVW <br /> Adriaan Termeulen, New Seabury, was requesting permission to use Rodeo-Glyphosate to control <br /> the Mana Grass, Euglena Algae and Duckweed early in their growing season on Frog Pond. He <br /> stated the mana grass is mainly growing in the area near the road and is most likely caused by the <br /> runoff of five roads into the pond. He stated he has permission from the Peninsula Council to <br /> apply the appropriate chemicals. <br /> Motion: Mr. Sweet moved a Negative Determination, seconded by Mr. Anderson. Vote 4-0 <br /> 6:30 Michael J.Yanoff, 24 Wheelhouse Lane, Certificate of Compliance requests 43-2599 COC <br /> The Agent stated previously he went out to look at the vista pruning on the property and they went <br /> beyond the plan outside the vista corridor and they were informed that they need to have the plants <br /> grow back. When he went back to the property for the COC inspection, the cutting had continued <br /> year after year. He showed the images on the photos provided. His recommendation is to fine <br /> them $300 and place a three year restriction on any vista pruning on the property. This pruning <br /> just happened within the last couple of months. There was a white oak that was just cut outside of <br /> the vista pruning corridor. Over the 6 years, the vista pruning has continued. He said the <br /> homeowner has the opportunity to come before the Commission to explain if they wish. There was <br /> a discussion as to whether or not a lien could be placed on the property. The Agent stated he will <br /> prepare the enforcement order for the commissioners to sign. <br /> MOHAWK 4X4 ADVENTURES: Request for overnight camping at Johns Pond Conservation <br /> Land (April 28, 2018 Johns Pond Cleanup) <br /> The Agent stated Katelyn Cadoret, Assistant Conservation Agent, has been working with the <br /> Mohawk 44 Adventures who have assisted with cleanup efforts, trail restoration, and trail access <br /> at several areas in Massachusetts. They are requesting to camp overnight at John's Pond on April <br /> 28, clean up, stay overnight and finish the cleanup the next day. The Agent stated according to <br />
