David Leveille asked if the haulers are required to provide <br /> toters to the condominium sites. James Chisholm suggested this <br /> issue would be negotiated based upon cost factors . <br /> There was discussion regarding Strategy #2 :: Hauler Recycling <br /> Requirement, agreement with the haulers and building owners and <br /> notification thereof, and contract renewals. <br /> ] arid Leveille asked ed how the Town would benefit financially <br /> if the recycling requirements are successfully adopted and the <br /> municipal target population goal is met.. Mrr. Goddard estimated <br /> an amount of $4800 . 00 each phase would be realized by the Town. <br /> There was discussion regarding trash pick-up with committee <br /> Members reviewing "Access Criteria" . There was discussion <br /> regarding transfer station sticker fees, tax rates, and curb side <br /> pick-up fees. Mr. Goddard suggested the Committee consider a <br /> Town wide bid for haul only from the curb to the transfer station <br /> at Otis, including all condominium units in the contract, and. _ <br /> requiring mandatory recycling as well. <br /> Mr. Goddard stated he would discuss the ratter~ at hand <br /> further with DEP. He suggested the committee consider conducting <br /> a meeting with haulers in order to obtain feedback from then. He <br /> expressed his desire to assist the committee in becoming <br /> qualified for the program; and to assist in the recycling efforts <br /> being proposed by the Town. <br /> Veronica Mayer suggested that upon renewal, it be noted on <br /> the permit that Board of Health regulations must be adhered to, <br /> which regulations would be attached thereto. <br /> Veronica Mayer requested Mr. Goddard review theElectives: <br /> There was discussion regarding the population figure for <br /> the Town.. Mr. Goddard noted the per capita baseline population <br /> figure is 12, 780 . He also informed the Committee of their <br /> option to request and justify a modification of that number. <br /> 3r. Goddard noted the recycling efforts chosen by the Town <br /> in the past, which were to adopt a federal paper standard; attend <br /> the recycling workshop (two people, one who has purchasing <br /> authority) ; and adoption of a school recycling policy. <br /> Last year' s access choices were special collection; <br /> permanent household hazardous products area; municipal building <br /> recycling; and compost bin distribution. <br /> Veronica Mayer noted the Town is participating in school <br /> recycling. Mr. Goddard suggested this be listed and documented <br /> for the current year, permanent HHP, municipal building <br /> recycling, and compost bin distribution. He also suggested <br /> the standards adopted be maintained and incorporated into the <br />
