i <br /> approved recycling and composting programs have been filed, a <br /> well as the recycling data sheet grant application. There was <br /> some discussion regarding the access plan which has yet to be <br /> completed. Mr. Goddard requested a letter on Department <br /> stationery confirming the numbers being used and how they are <br /> being obtained. <br /> At this point, veronica Mayer rade reference to the <br /> Recycling Questionnaire distributed to all condominium owners <br /> and/or associations within the Town. There was discussion <br /> regarding .esidential Conmercial pick up fee structures/haulers <br /> fees <br /> Residential trash and recycling is drop-off only. A minimum <br /> number of residents buy subscription hauling services. Durpsters <br /> are considered to be commercial and have been provided by the <br /> Town for condominium units. The Town does not allow condominium <br /> residents to use the transfer station for trash; they may however <br /> use it for reyclables. Mr. Goddard suggested the Board o <br /> Health reconsider this regulation. <br /> With regard to the access plan, Mr. Goddard inquired as to <br /> whether or not apartments are included in the 22, 061 household <br /> numbers and was told this number includes all multi-family units. <br /> There was discussion regarding Board of Health Recycling <br /> Regulation MGL C. II S . 1 , adopted April 28, 1999; effective <br /> July 1, 1999 . Mr. Goddard noted the regulation will not affect <br /> the haulers until January Zoo, whereby they will have to offer <br /> trash and recycling pick up. <br /> Mr. Goddard made reference to municipal Recycling Incentive <br /> Program Guidance on Recycling Access Documentation Fiscal Year <br /> 2000, Phase one - Strategy # 2 : Hauler Recycling Requirement <br /> (Permit regulations, ordinance, etc. ) . There was discussion <br /> regarding filing/acceptance of permit conditions contained <br /> therein and being subject to the aforementioned Town of Mashpee <br /> Board of Health Recycling regulation adopted April 28, 1999 . <br /> There was some discussion regarding mandatory recycling. <br /> Mr. Goddard noted the strategy being used to obtain access <br /> is through a mandatory hauler regulation, which means the <br /> requirements of the Special Case guidance document must be met. <br /> Maulers are required to be notified, as well as the recipients of <br /> their services. DEF must be notified by December ist of the <br /> Towns plan to access 8 of the target population. <br /> Mr. Goddard mentioned other options, one being to obtain <br /> mitten/verbal recycling agreements with the condominium <br /> management. veronica Mayer stated the regulation had been <br /> adopted for the purpose of requiring private haulers to pick up <br /> recycling at the condominiums . <br /> 2_ <br />
