F <br /> Recycling Committee <br /> Wednesday,January 21,2004 <br /> Minutes <br /> Members Present: Chuck Ga ior; Nikki Descoteaux, Glenn Santos <br /> Others-- Catherine Laurent,DPW <br /> quorum being present, the meeting was called to order at 4:00 .m., <br /> motion was made and seconded to approve the minutes from the meetings of <br /> November 10, 2003 and December 15,, 3003. The motion was approved unanimously. <br /> Co GING <br /> The Committee-reviewed.information,from.the_Town_of Yannouth.on..comminging_of <br /> recyclable materials. Yarmouth commingles glass, plastic, and cans. They also <br /> commingle newspaper, magazines, and office paper junk mail. Cardboard is still <br /> collected separately. <br /> The c "*xx&ed containers are disposed of at a facility in Avon at a cost of$40 per ton. <br /> Catherine estimated that for M shpee, with this tipping fee and transportation, the cost <br /> for recycling of commingled containers would be approximately $84 per ton. This is <br /> slightly greater than the cost.of disposal of MSW.. <br /> Currently, the Town is paid for certain of the separated materials and herefore realizes a <br /> savings when compared to disposal as MSW. The Committee discussed whether <br /> commingling would increase recycling participation of hese materials. The consensus <br /> was that, because of the increased cost of cornminvAng versus separation, commingling <br /> containers was not advantageous at this time. <br /> Yarmouth.disposes.of heir mixed,pa x- t_Md City Steel.and.is,currently paid $20 per <br /> ton. This payment is comparable to that which Mashpee receives for separated paper <br /> materials. The Committee discussed mixing paper for a trial period to determine if the <br /> overall tonnage increased. Some concern was expressed with changing from separated <br /> paper to mixed paper and back to separated paper if the trial is unsoccess al or market <br /> conditions change. The Committee also discussed the potential impact of Bourne <br /> beconng a regional recycling center. Bourne currently accepts separated paper, but does <br /> not pay for material, therefore, it is more cost effective for Mashpee to haul off Cape. <br /> Niki suggested contacting Bourne to determine the l.ikehood of their paying for <br /> material. <br /> Chuck W14H contact Ed McKinney at Mid City Steel cont rrfing the paper collection. <br /> The Cottee will decide on nixing.paper at.their next.meeting. <br />
