�x <br /> PERSONNEL BOARD , <br /> KASHPEE TOWN HALL <br /> MEETING OF AUGUST 23, 1994 <br /> The following members of the Personnel. Board were present : Joseph <br /> Dellagala , Marcia Lindsey, and Ronald Devine . <br /> Chairman Dellag la convened the meeting at 9 ; 10 a. m . <br /> Action Plan <br /> The Board met with Bob Whritenour in follow-up to his letter dated August <br /> 18 relative to their request for comments about the Proposed Action Plan <br /> of the Personnel Board . Joe Dllal std ob if he was looking for <br /> more detail? Bob replied� that the fifteen items are great , He suggested <br /> adding some general points to the items . Bob said that the Board should <br /> set some goals stating the things they .were planning on doing . <br /> Joe commented that would be like a priority list . An action plan to him, <br /> is trying to organize better. <br /> Bob whritenour said that you might call it a priority list . it might <br /> suggest how to handle employee problems and grievances commenting that no <br /> one uses our grievance procedures . Bob said that the Board of Selectmen <br /> are 1 ook.ing for a statement of priorities. Bob commented that items 1 , 2, <br /> , and 6 are fine . He said that they should have a general statement so <br /> that people can discern what they are doing <br /> Joe commented that once Selectmen say it is a good rule to follow, then <br /> the Board can do what he is suggesting . Joe shooed Bob a list of the <br /> Board ' s priorities . Bob suggested sending a cover sheet with priorities . <br /> He commented that it should state specific things the Board wants to do . <br /> Making reference to the priority list, Joe commented that the Board is <br /> currently reviewing the P.A . P. He noted that the Board submitted an <br /> article for a consultant for Town Meeting in order to conduct a <br /> classification review of P. A . B . positions . Bob suggested that the Board. <br /> state what they want to do, for examp-1 e, "Address Classification of <br /> P.A. P. positions'", "Address Job Descriptions"", "Have Consistent work <br /> Rules for All Departments" �- " e is mp l oyee Evaluations" . Bob went on to <br /> say that Employee Evaluations might be something the consultant can help <br /> with. He commented that he is interested in the B.A.R . , system <br /> Behaviorial Rated Anchored Scale ) which rates people on things they <br /> should do. Bob commented that we are currently rating people on general <br /> characteristics . <br /> Joe commented that the, Board started with the Action Plan to see which <br /> direction the Board of Selectmen want to go. Bob suggested putting it <br /> into form and sending it to the Selectmen with a- coverletter asking for <br /> input . <br /> Warrant for Annual Town Meeting <br /> Bob whritenour asked to Board to review and comment on Articles 8, 9, 10, <br /> 11 , and 12 on the roue, draft of the warrant for Annual Town Meeting , He <br /> also provided the Board with the materials submitted in support of each of <br /> these articles . He told the Board that the Selectmen want their input and <br /> d ise . <br />
