PERSONNEL BOARD MINUTES <br /> MEETING- OF AUGUST 31 , 1994 <br /> t <br /> MASHPEE TOWNHALL <br /> joint meeting was held with Personnel Board and Finance Committee , in <br /> attendance were : Chairman Dellagala, Marcia Lindsey, Schuyler- Wires, <br /> and Ronald Levine of the Personnel Board and Chairman Goggin, Marcia <br /> King, Denise Sullivan, and Juan Pacigalupi , Deidre Greelish of the <br /> Mashpee Taxpayers Association was also in attendance . <br /> Chairman Ike 1 aga l-a convened the meeting at 7 : 03 .m. <br /> The meeting was held to discuss the two requests of the Finance <br /> Committee -- 1 . Memo dated July 14 requesting ars updated P.A. P . Salary <br /> Schedule with hours of employees and Memo dated August 1 requesting <br /> P. A . P. Employees Accrued Sick and Vacation Time . <br /> Joe a la a a . said that he was confused about the July 14th memo from <br /> the Finance Committee as it was not signed , Dan Goggin apologized <br /> commenting that it should have been signed . Joe asked why they wanted <br /> 4 the hours for the budget . Dan explained that you take the rate the <br /> individual is paid ' and multiply it by the hours and you get the total <br /> salary . . <br /> Dan Goggin said that the Finance Comiittee always goes to Personnel a d- <br /> i-1 l continue . He said that the Fina c.e Comm-ittee supports the <br /> reclassification article, and that they will support the article on town <br /> meeting f lour. <br /> Dan said that the Finance Committee found a need to find out how many <br /> hours employees work and what step they are on . They wanted to get this <br /> information as it is not contained in the position and grade list of the <br /> P.A. P. <br /> Discussion centered around the exempt and non-exempt status of <br /> employees . Joe commented that. if you dictate hours for salaried <br /> employees, you leave the town wide open. Reference was made by Marcia <br /> King to the F.A .P. 'commenting that it states department heads work forty <br /> hours . She asked if there is a standard work week and how they base <br /> compensatory time . The Personnel Administrator, said that they use forty <br /> hours as a guideline for basing compensatory time . <br /> Marcia Ding. said that she is concerned with compensatory time and that <br /> the Personnel Board needed to eliminate compensatory time . Dan Goggin <br /> reminded his Committee members that the original request to meet with <br /> the Personnel Board was to get an update of the P.A. P. salary schedule, <br /> a list of employees ' jobs, hours, and normal workweek . <br /> Deferring to the compensatory time issue, Chairman Dellagala said that <br /> the Board is currently reviewing the P . A . P. and that they would look <br /> into it . He expressed concern about changing it for current employees <br /> commenting that if they were hired with compensatory time being part o <br /> thein working conditions, then how could you change 'it, you can' t . Ban <br /> Goggia agar ed that it iwould be a poor personnel practice . Joe commented <br /> that benefits are money. Marcia commented that she does not th-ink it is <br />
