Board of Appeals Minutes - July 27r 1994 Attendance at Meetings Mr. Govoni discussed the attendance at Board meetings and said it has always been a policy that all members attend all meetings whether they were iulmembersor associate members , He said it has been difficult recently to gots on applications when one of the original members who heard the testimony did not attend all meetings of the Board. He explained to the members that the Chas mail does not make the motions . He suggested that members keep a record of facts so that when they make a motion they can -explain the reason for the vote . There was suggestion that secretary review case law as It p xtains to applications and pr.ovide copies to members . Bill Hauck said he would try t simplify his denials and leave detailed decisions to the 'Board. Ms , Hawver said Falmouth Board of Appeals members establish the findings of fact at the meetings and there was discussion of having samples of possible findings . She said decisions which might go to court should have very detailed findings , Mr . Govoni reviewed conflict of interest issues and said members should not step down unless they have a specific financial interest in the outcome, Ms, Hawver suggested the Board have a fall workshop on procedures and that members attend the Conference of Mass . Federation of Planning and Appeals Boards to be held in Marlborough on Saturday, October 15, 1994 , Richardson Jonas - There was not a quorum to vote on this application which was taken under advisement on June 8. 1994 . Meetings - The Board discussed reinstating a► meeting o August 10 , 1994 to make a Decision on the ,zonas application since deadline for filing is August 1 , 1994 . Mr .
