MASHPEE PUBLIC SCHOOLS <br /> FY97 BUDGET PUBLIC HEARING <br /> JUNE 5, 1996 <br /> Minutes <br /> Attendees: Chairman Stephen Paxton, Kathleen Lynch, Theresa Cook, Janice <br /> Mills, and Maryanne Macdonald. Also in attendance were Superintendent of <br /> Schools Dr. Lincoln A. DeMoura, Coombs School Principal Nick Feldman, <br /> Middle School Principal Robert Tippo and Assistant Principal Louise Doyle, <br /> and High School Principal John Williams. <br /> I. Mr. Paxton called the Public Hearing to order at 8 : 15 p.m. <br /> Call Public in the Middle School Library. <br /> Hearing to <br /> Order <br /> II. Dr. DeMoura read aloud the notice announcing that the <br /> Reading of Mashpee School Committee will conduct a Public Hearing under <br /> Public Chapter 71, Section 38N for the purpose of approving their <br /> Hearing 1996-1997 school budget of $8,400,000 on Wednesday, June 5, <br /> 1996 at 8: 15 p.m. in the Middle School Library. <br /> III. Dr. DeMoura read aloud each function line item on the FY97 <br /> Presentation Summary sheet. (See attached summary sheet. ) <br /> by Superin- <br /> tendent <br /> IV. Dr. DeMoura said last budget discussion did not include <br /> Discussion instrumental lessons for Grades 4, 5, and 6, however the <br /> revised Draft #10 does include them. Also, reductions were <br /> made by "zeroing out" most of the equipment. Discussion <br /> followed regarding salaries and instrumental lessons. <br /> V. 5. 1 Proponents - There was no proponent input. <br /> Public <br /> Input 5.2 Opponents - There was no opponent input. <br /> Josh Albright, Mashpee Message, questioned possible deficit <br /> spending. Dr. DeMoura said deficit spending cannot be done. <br /> Discussion then followed on this issue. <br /> VI. Finance Committee Chairman Sidney Golub expressed concerns <br /> Close over transfers that affect "inter-year" spending. Dr. <br /> Public DeMoura said it is within the jurisdiction of the School <br /> Input Committee to do that. <br /> Diane Mulvey asked if partial payment could be made by <br /> parents whose children are interested in instrument lessons. <br /> Dr. DeMoura said several discussions had taken place which <br /> included possibly charging nominal fees for music lessons, <br /> i <br />
