Four- significant <br /> changes that were stiggested to the Foundation Budget Review Commission <br /> earlier in the year were the following: <br /> 1 Growth provision be placed into Chapter 70 for ula that identifies <br /> communities with severe overburden problems as a result of growth and <br /> provides additional funding for those towns. <br /> 2 provision for overburden formula be 1pt in the Chapter 7 <br /> formula. <br /> 3 An additional overburden aid category for excess debt be added to the <br /> formula. <br /> 4) Recognize per capita income in a larger degree than is currently <br /> provided for. <br /> Representative Cahir agreed with Mr. Whritenour's comments on the above and <br /> further discussed the "convoluted formula" brought on by the Huffy court <br /> ease but that the driving force behind it was educational equality for all <br /> students in the Commonwealth of Massachusetts. He continued stating that it <br /> has been very difficult It to initiate any major for ula. changes at this time but <br /> has instead focused his efforts of obtaining "pothole" r emergency) money for <br /> communities suffering from the funding formula inequities. <br /> Senator lauschenach said the funding for rnul a is currently in its fifth year of <br /> seven-yeas obligation and no community that he represents receives <br /> adequate funding. He further stated that out of a $2.8 million pothole a ount <br /> last year, Mashpee received $190,000. if that pothole account is $15 million <br /> this year, then Mashpee should receive more than $190,000. <br /> Dr. DeMoura described the attached sheet (Exhibit A) entitled, "The Cost of Ps- <br /> 12 Education in Mashpee" noting that the increase in per pupil cost from FY9 <br /> to FY 9 5 was 1.4% growth, FY95 to FY96 was 1.4% while the increase from <br /> FY96 to F'Y97 was 13% clue to the opening of the new high school. However, <br /> from FY97 to FY98 the growth is estimated to drop back down to 2%. <br />
