i
MASHPEE SCHOOL COMMITTEE
JOINT MEETING WITH BOARD OF SELECTMEN AND FINANCE COMMITTEE
MARCH 23, 1998
Minutes
Attendees: School Committee - 'Theresa Cool, Maryanne Macdonald, Janice Mills,
and Stephen Paxton. Chairwoman Kathleen Lynch arrived at 6:45 p.m. Also
attendance was Superintendent ofSchools r. Lincoln A. DeMoura.
Board ofSelectmen - Chairman George Costa, Curtis Frye roc Kenneth M r t r .
Nancy Caffyn was absent. Also in attendance was Executive Secretary Robert
whritenour, Jr.
Finance Committee - Chairman Alec watt, JIM Cleary, Nancy Go lart. Absent were
Tony Gallo, Sidney Golub, Myron I umin, and Daniel Goggin.
Mrs. Cool called the School Committee to order at 6:40 in own Hall Meeting Evora 2.
Nor. Costa turned the meeting over to Executive Secretary Robert whritenour who gave
an overview ofthe FY99 school budget situation and revenues available for the budget
and a proposition 2-1 1 override. He said the Governor's proposed budget of ars
additional $650,000 cannot be reliable and he is reluctant to count ofthose additional
funds while the School Department feels the town will receive the additional $500,000
proposed by the Governor. The School Committee and Superintendent all feel
confident those additional funds will be forthcoming. Dr. I eMoura stated, "I don't
think that we should artificially be creating a crisis," referring to layoff notices that
school department employees would be receiving if the budget is cut to $11,100,000.
Mr. v hrienour said if the town receives the additional $500,000 as proposed by the
Governor, the tovm could hold a Special Tovm Meeting in June to appropriate those
funds to the schools budget. Mrs. cook stated the school budget cannot be cut below
11,'750,000 and still maintain the quality education students are currently receiving.
By keeping the $11,750,000 figure, the School Department can maintain what
programs there are now.
In response to Mrs. Cook, Mr. Costa said the town would need to seek an override.
Mr. watt said the School Department faces an override for the F"Y20o budget so to
seek one for FY99 would not be a wise decision.
Mrs. Mills asked if the police and fire departments need an override for their respective
budgets? Mr. Costa said no, they did not ask for one nor was it recommended. He
said all other town departments were asked to level fund their budgets and they have
done so for the past six years. He said the override would be needed in order to fund
the school budget only.
