Town of Mashpee <br /> 16 Great Neck Road North <br /> Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH -- PUBLIC SESSION MEETING <br /> Mashpee Town Hall — Ockway Meeting Room <br /> Minutes of the Meeting of May 10, 2418 <br /> Board Members Present: Member Absent: Also Present: <br /> Brian Baumgaertel, Chair Mallory Langler, Clerk Glen Harrington, Health Agent <br /> Laurel Almquist, Co-Chair <br /> Chair Brian Baumgaertel called the Public Session meeting to order at 7:05 PM. <br /> Chair Baumgaertel stated that the first order of business will be an Executive Session. <br /> Rall Call Vote: Laurel Almquist, yes; Brian Baumgaertel, yes. <br /> Brian Baumgaertel made a motion that the Board of Health adjourn the Public Session meeting, to enter into <br /> Executive Session, and to re-enter into the Public Session meeting. <br /> Brian Baumgaertel called the Public Session meeting to order at 8:00 PM. <br /> APPOINTMENTS <br /> 7:15 PM —Title V Variances —438 Quinaquisset Avenue. <br /> Dan Ojala, land surveyor and civil engineer with Down Cape Engineering in Yarmouth Port, representing Stuart <br /> Bornstein, owner of 438 Quinaquisset Avenue, introduced himself to the Board. <br /> Mr. Ojala commented that there is a small cesspool along with a septic tank and leach pit located close to the. <br /> bank of the Santuit River. Mr. Ojala discussed with the Board and Mr. Harrington the possibilities of connecting <br /> to the treatment plant or the installation of a septic system and the fees associated with each. Since there is a <br /> filing with the Conservation Commission, Mr. Ojala is also waiting for their decision. <br /> Laurel Almquist made a motion that the Board of Health approve the septic plan with effluent testing to be <br /> performed according to the Department of Environmental Protection Innovative Alternative Technology <br /> Approval, to maintain an Operation & Maintenance Agreement for the life of the system and continue to <br /> investigate connecting into the Cotuit Bay Condominium sewer system with an agreement expected within 30 <br /> days. <br /> Brian Baumgaertel appeared hesitant to approve the variances if a response is not given within 30 days. Mr. <br /> Harrington, suggested to add a condition on the plan for an enforceable agreement with the buyer and the <br /> Board of Health and to move forward with the sewer agreement so that the property transfer can proceed. The <br /> Board discussed addressing this issue at the next Board of Health meeting. <br /> Laurel Almquist made a motion that the Board of Health rescind the previous motion. Brian Baumgaertel <br /> seconded the motion. The motion was unanimously approved. <br /> Laurel Almquist made a motion that the Board of Health continue discussion on 438 Quinaquisset Avenue to <br /> the next Board of Health meeting scheduled on May 24, 2018. Brian Baumgaertel seconded the motion. The <br /> motion was unanimously approved. <br /> 1 <br />
