Glen Harrington remarked that the owner of Wild Game Sausage Man, Louis Rizzo, requested a one-time fee <br /> for attending temporary food events throughout the year. The food operator does not have a mobile food cart <br /> or trailer but erects a tent for food preparation. The owner utilizes the New Seabury Country Club kitchen as a <br /> commissary. Mr. Rizzo has provided his ServSafe and Allergy Awareness Certificates. <br /> Laurel Almquist made a motion that the Board of Health approve the one-time, annual, temporary food permit <br /> fee waiver for Wild Game Sausage Man with the condition that the operator comply with all federal, state, and <br /> local temporary food requirements. Brian Baumgaertel seconded the motion. The motion was unanimously <br /> approved. <br /> 9. Request 2018 Retail Food Permit: Home Goods — 15 Commercial Street. <br /> Glen Harrington commented that Home Goods is a new retail food establishment in South Cape Village. The <br /> floor plans were provided and reviewed. The area is less than 1,000 square feet so only an incidental retail <br /> food permit is required. The $15.00 permit fee and $100.00 plan review fee have been paid. <br /> Laurel Almquist made a motion that the Board of Health approve the retail food permit for Home Goods with <br /> the condition of a satisfactory food inspection by a Health Agent prior to operation. Brian Baumgaertel <br /> seconded the motion. The motion was unanimously approved. <br /> 10. Proposed Amendments to the Innovative Alternative On-Site Septic System Regulation. <br /> Glen Harrington requested to continue discussion on the proposed amendments to the Innovative Alternative <br /> Septic System Regulation. <br /> Laurel Almquist made a motion that the Board of Health continue discussion on the proposed amendments to <br /> the Innovative Alternative On-Site Septic System Regulation. Brian Baumgaertel seconded the motion. The <br /> motion was unanimously approved. <br /> 11. Draft Nuisance Regulation. <br /> The Board and Glen Harrington discussed grammatical corrections to the Draft Nuisance Regulation. There <br /> are no other changes to the regulation. <br /> Mr. Harrington remarked that Town Counsel has reviewed the regulation and forwarded comments. <br /> Laurel Almquist made a motion that the Board of Health approve the Draft Nuisance Regulation. Brian <br /> Baumgaertel seconded the motion. The motion was unanimously approved. <br /> 12. Draft Rental Property Regulation. <br /> Glen Harrington commented that he made the individual changes to the draft Rental Property Regulation that <br /> were discussed at the previous meeting. In speaking with other health agents, Mr. Harrington was made aware <br /> of the amount of work enforcing the rental property regulation for the amount of properties and the owners who <br /> do not wish to cooperate. Mr. Harrington would prefer to postpone the draft regulation until the State <br /> Legislature adopts a short-term rental law. When this regulation is implemented, additional office assistance <br /> will be required. Mr. Harrington would like to present more information, such as the number of complaints and <br /> the increased amount of Air BNB's, to the Mashpee Selectmen to justify the additional personnel. <br /> Laurel Almquist made a motion to continue discussion on the Draft Rental Property Regulation to the next <br /> Board of Health meeting scheduled on May 24, 2018. Brian Baumgaertel seconded the motion. The motion <br /> was unanimously approved. <br /> 13. Review Draft Tobacco Regulation. <br /> Glen Harrington stated that he made the changes and added the required information to the Draft Tobacco <br /> Regulation. If the Board is agreeable with the current version, Mr. Harrington will notify the retailers of the <br /> public hearing along with the Draft Tobacco Regulation. <br /> 4 <br />
