Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Tuesday, February 7, 2012 <br /> Mashpee Town Hall Meeting Room 1 <br /> Design Review Members Present: Walter Yarosh, Robert Nelson; Mary LeBlanc, and David <br /> Kooharian. <br /> Plan Review Members Present: <br /> Charlie Maintanis, Local Inspector <br /> Joel Clifford, Fire Inspector <br /> Tom Fudala, Town Planner <br /> Scott Carline, Police Department <br /> Glen Harrington, Health Agent <br /> Catherine Laurent, DPW Director <br /> Charlie Maintanis called the meeting to order at 9:07 a.m. <br /> NSTAR Electric Gas <br /> Dennis Galvam <br /> Substation at the Corner of Orchard and Route 28 <br /> Dennis Galvam and John Zicko appeared. John Zicko addressed the committee and said the <br /> substation on Orchard/Route 28 is being converted from 115,000 to 125,000 volts for distribution to <br /> Mashpee and some surrounding towns. The proposal to put a second transformer and increase the <br /> 115 capability is to back-up others in case one is out of service and also enhance capabilities of <br /> stations that remain on line. <br /> • All equipment they had in other communities. <br /> • During construction increased traffic at site and they will coordinate with Police and Fire <br /> Departments. Once construction done, traffic will not be affected. <br /> • Tom Fudala pointed out that under by-laws special permit from Planning Board required re <br /> zoning. John Zicko said they will apply for those permits. <br /> • Tom noted they are expanding into their easement. John Zicko said it won't conflict with prior <br /> plans; they've allowed for future 100 KV lines; and as part of this project they are not talking <br /> about second line at the moment. <br /> • Mary LeBlanc asked for explanation regarding clearing at site, etc. since not clear on the <br /> drawing. Mr. Zicko clarified the drawings. <br /> • Will be expanding portion of the station that is fenced in; and it will get bigger under this <br /> project. Mr. Zilco said there will be a single story control enclosure and another storage, but <br /> none will be occupied per se. <br /> • New transformer has built-in set of sound walls. <br /> • Towers/masts there go up to about 50 feet and they will be adding more. <br /> • Existing transformer and this project will add another transformer. 2 transformers will add to <br /> noise. <br /> • Catherine Laurent asked what is proposed for improvements to the access driveway and to the <br /> site. Mr. Zicko said they haven't gotten to that part of the proposal. Driveway could be paved <br /> and they could pave the apron as well. <br /> • Right-of-way will be gated. <br />
