Chief Frye and Chief Ridgeway appeared Itbefore the Board to request <br /> an article be placed on the warrant for the August Special Town <br /> Meeting. The request is for a new voice communication unication recording <br /> system for Police, fire and Civil Defense Departments . The <br /> current recorder is inadequate and the new system would be a <br /> means for keeping a permanent - record. The cost for the equipment <br /> is $16 , 291 .05 or $557 .94 per month leased/purchase for 5 years ,, <br /> The Board agreed to wait until the November Special. Town Meeting* <br /> AW <br /> 5 . Paul. Somerville attended to inform the Board of his concerns <br /> with regard to the actions of the Board -of Appeals . The Shellfish <br /> Commission believes the Board of Appeals has violated the State <br /> Zoning Act , by issuing two special permits for dock projects that <br /> xthe Shellfish Comms sion:w,i�-,b lieves ,violate the Town Zoning By-law <br /> governing them. _ In conversation with'_Town Counsel,, Mr. S m rvrl lei <br /> yY <br /> was advised that one. option was :t -request permission of the { <br /> Board f - Selec-tmen 't --appea1 th-e .Board -o f--- Appeals decis ion t'o'-_t he <br /> County Superior Court , Mr* Somerville stated that he had been <br /> hired to advise the Board of Appeals of biological conditions which <br /> are addressed in the case of dock proposals . <br /> M r. Lawrence suggested that the first step should be to schedule <br /> a meeting with the Board of Appeals , Town Counsel.,_--Mr. Somerville, <br /> Conservation emmis s ion 'and Selectmen. '} <br /> 6. Dick Grace appeared before the Board regarding the Hot Air Balloon <br /> Race to be held Saturday, July 2 , 1988 . Mr. Grace requested that <br /> Fled Brook load and Great Neck load South be closed between 4 : 30 a.m. <br /> and 7 :00 a,m. The Beard raised questions as to how vendors and <br /> residents - would get into New Seabury during these hours . <br /> Mr. Lawrence moved that Great Neck lead South not be closed unless <br /> Mr. Grace could conte up with a better way of handling i t , which <br /> would include not stopping Mashpee residents that live in the area. <br /> Mr. Gottlieb seconded the motion. All were in favor, <br /> A- discussion was held regarding the banner that was placed on <br /> the New Seabury sign . Permission to hang the banner was granted <br /> by New Seabury Corporation , however, the Building Inspector <br /> had instructed Mr. Grace to remove it . Mr. Grace indicated that <br /> he had not been advised by the Torn that his organization could <br /> not hang the banner. Since the Board of Selectmen lack jurisdiction <br /> over signs , they were not in a position to answer to this . It <br /> was agreed that since permission had been granted by New Seabury <br /> Corporation to place it over their sign, the organization may leave <br /> it. <br />
