5 <br /> Board of Selectmen <br /> Minutes <br /> June 18, 2018 <br /> Public Hearing: Private to Public Road Conversion: Pierre Vernier Drive Katian Wa • and Gunter's <br /> Lane Pimlico Hei hts : <br /> The Board of Selectmen opened the Public Hearing to discuss the private to public road conversion of <br /> Pierre Vernier Drive, Katian Way and Gunter's Lane (Pimlico Heights), a process initiated by the <br /> residents. The Hearing notice was read into the record in accordance with posting requirements. <br /> Catherine Laurent, the Director of Public Works was in attendance to address any questions related to the <br /> road taking process. The estimated betterment cost, a maximum allowable charge to be borne by each of <br /> the 35 property owners is $14,027.25, The total estimated conversion is $467,425. <br /> To move forward with the road conversion, it is required that an article be placed on the Town Meeting <br /> Warrant if a second petition is received by at least 51% of the affected property owners. The deadline for <br /> the second petition to meet requirements for the October 2018 Town Meeting is July 9, 2018. <br /> The Board of Selectmen opened the Public Hearing to solicit comment. <br /> Mark McGuire of 14 Katian Way asked if this is a complete rebuilding of the road. In response, the <br /> DPW Director indicated that yes, the project would be a complete reconstruction of the road as there are <br /> some issues with drainage. The project would include the installation of additional drainage structures. <br /> Construction requirements would rebuild the risers that would bring the grade of the road to service level. <br /> Lisa Parenteau a resident of 28 Gunters Lane asked about the time frame for the work to begin and for the <br /> betterment to be assessed. The Director of Public Works responded by stating work would commence in <br /> the spring of 2019, and the betterment would not be assessed until all work is complete. In the process, <br /> the actual expenditure is presented to the Board of Selectmen for approval of the betterment. The <br /> estimate includes additional monies to allow for increases in costs, however, the betterment will be the <br /> actual cost. <br /> Ms. Parenteau indicated there is an existing berm to maintain the separation between the Towns of <br /> Mashpee and Sandwich as there is a potential for speeding. She asked if residents are allowed input into <br /> the process. Ms. Laurent indicated there is no plan to reestablish any road connection into the Town of <br /> Sandwich and there is no benefit to open the access road into the Town of Sandwich. <br /> Jason Streebel, Town of Mashpee Assessor indicated in the process,the betterment is submitted to his <br /> office, and the amount is forwarded to the Tax Collector. If the betterment is paid in full within 30 days, <br /> there are no interest fees. Residents have the ability to determine how they wish to pay for the <br /> betterment. The cost can be assumed for up to 20 years. In the year 2020, residents would begin paying <br /> the betterment. If a resident opts to select the option to pay a 20 year increment payment, a 5% interest <br /> fee is included in the betterment cost. <br /> Susan Oslin, a resident of the Town of Sandwich spoke on behalf of her sister, a resident of Gunters <br /> Lane. Ms. Oslin indicated her sister does not want the road to go through to the Town of Sandwich as it <br /> has been determined the road cannot handle increased traffic. <br />
