8 <br /> • Board of Selectmen <br /> Minutes <br /> February 27, 2006 <br /> APPOINTMENTS AND HEARINGS: <br /> Rotary Working Group Presentation—Planning Board/School Committee: <br /> (continued) <br /> In addition to connector roads, several round-about rotaries are proposed <br /> in the conceptual plan along Route 28 and on Great Neck Road North and <br /> South. Continuous movement allows for options to decrease emergency <br /> response time. It was noted that traffic volumes have not been fully <br /> deterniined although the Fire Chief has conducted traffic models to <br /> consider the movement of fire and rescue vehicles. <br /> The conceptual plan connects Donna's Lane with a newly proposed round- <br /> about. It was suggested that Donna's Lane continued in a more direct path <br /> to Great Neck Road South across from the Wind Chime development to <br /> allow for better traffic flow and to increase public safety response. <br /> Prioritized areas include alleviating traffic on Route 151,and creating an <br /> • additional egress for the Fire&Police Department complex. <br /> The Selectmen supported the concept and authorized the Rotary Working <br /> Group Subcommittee to move forward with engineering incorporating <br /> amendments as recommended to improve traffic flow. <br /> Commonwealth Capital Score—Planning Board: <br /> Tom Fudala, Town Planner discussed his memorandum of January 30, <br /> 2006 regarding potential Town commitments toward the Commonwealth <br /> Capital Program. It was noted that 30%of the Town's score is tallied in <br /> state grant applications. To increase the score,the Town must commit to <br /> accomplish items before December 31,2006. <br /> To obtain additional points, Mr. Fudala recommended the Town update <br /> and certify the Town's Open Space and Recreation Plan. Commitment to <br /> complete the plan would gain 2 additional points. Completing and having <br /> a Plan approved would add 4 points to the overall score. The completion <br /> of the Plan is also a requirement for Self-Help and other open space grant <br /> funding applications. <br /> • <br />
