9 <br /> • Board of Selectmen <br /> Minutes <br /> February 27, 2006 <br /> APPOINTMENTS AND HEARINGS: <br /> Commonwealth Capital Score—Planning Board: (continued) <br /> Amending land use regulations to allow"by-right"high-density housing, <br /> particularly large apartment buildings,non-age-restricted apartment <br /> buildings by-right as opposed to by special permit, and allowing the by- <br /> right apartment buildings to be 4 or more unit buildings would also add to <br /> the point score respectively. <br /> In addition,the commitment to create a"40R"district allowing at least 23 <br /> apartments per acre and 8 single family homes per acre by-right would add <br /> 2 points to the score. It was noted that such a district and its regulations <br /> would require approval from the state. Mr. Fudala recommended to defer <br /> commitment action for further study. <br /> Other points can be obtained by amending the cluster zoning by-law to <br /> • make clustering subdivisions either, mandatory,by-right or subject to a <br /> density bonus. Mr. Fudala suggested an amendment to make clusters <br /> mandatory over a certain parcel size and to consider a density bonus. If <br /> adopted,the change would gain 3 additional points. <br /> The creation of an Agricultural Commission, commitment to a Forest <br /> Stewardship Plan and to adopt zoning that would promote and preserve <br /> agriculture and forestry are additional examples that would improve the <br /> overall capital score. <br /> At this time,the Selectmen agreed to commit to the completion of an <br /> Open Space and Recreation Plan, and to amend the cluster zoning by-law <br /> as referenced. <br /> Mr. Fudala noted the Town's Local Comprehensive Plan(LCP) should be <br /> updated every ten years. It has not been updated since 1998. <br /> • <br />
