MINUTES January 3 , 1991 6 BOARD OF HEALTH <br /> APPOINTMENT: Tan Cooke " Purao Hal tern System <br /> Mr. Cooke was in attendance for this scheduled appoint. <br />: ent. <br /> Mr. Cooke presented an outline of his proposal to -Board <br /> members. Mr. Cooke explained business operations commenting, <br /> the mobile sepage treatment truck has the capabilities o <br /> separating sludge from the light weight liquids within the <br /> holding tank at a hone or commercial business location., The <br /> vehicle takes the material out of the holding tank, separates <br /> the solids from the liquids and returns it to the holding <br /> tank treated to wastewater standards. The solids remain in <br /> the truck and are hauled off site. The vehicle is capable of <br /> processing between ten and twenty homes a day per truck. The <br /> remaining material is limed, stabilized and slightly chlori- <br /> nated to help eliminate the bacteriological action within the <br /> hosing and the - operations of the truck. This could eliminate <br /> the need to sewer the entire town. This type of operation <br /> has been used in Sweden and Norway extensively to handle vil- <br /> lages. We intend to make our presentation to I . .P, and the <br /> E.P.A. at- the end of January. <br /> Mr. Greelish commented he did address this issue with <br /> I ., .P. , ' Questions were raised regarding a permitted site in <br /> which to dispose of sludge, the procedure where liquids are <br /> pumped into one system and put back into another and various <br /> legal issues must be resolved. 5 <br /> Mr. Cooke questioned the Board as to whether the "town <br /> would be interested in this type of proposal. <br /> Mr. Greelish responded, in his opinion, . if this was a <br /> viable solution to the, current septage engineering project <br /> review it should be considered. If theme are long range <br /> problems this town could not consider it, as we are under a <br /> timetable. _ t <br /> Mr. Cooke stated D# .P. has requested two trucks and <br /> have indicated they would life to see the project somewhere <br /> within the State. We are proposing the town of Mashpee a <br /> a <br /> the host town for the research and development project. No <br /> monies would be exchanged. <br /> Mr, Greelish relayed, as we are into this program with <br /> Sandwich they must also be considered. We would require <br /> B.E.P. to notify us as to whether this is acceptable. <br /> Mr. Cooke relayed .E.P, would like operations up and <br /> going by July. <br />
